During "Community Comment," the Board/Commission will invite residents to share relevant issues
or concerns. Individuals must limit their comments to three minutes. The Chair may limit the
number of speakers on the same issue in the interest of time and topic. Generally speaking, items
that are elsewhere on tonight's agenda may not be addressed during Community Comment.
Individuals should not expect the Chair or Board/Commission Members to respond to their
comments tonight. Instead, the Board/Commission might refer the matter to sta% for
consideration at a future meeting.

I. Call To Order
The meeting was called to order at 4:30 p.m.
II. Roll Call
Answering roll call were Commissioners Chandler, Hegley, Isaacs, Klein, Morgan-
Nelsen, Pardo, Rubin, and Suckow
Absent were Commissioners Konkimalla, Miller
Staff present: Staff Liaison Susan Tarnowski
III. Approval Of Meeting Agenda
Motion made by Isaacs to approve the meeting agenda. Motion seconded by
Klein. Motion carried.
IV. Approval Of Meeting Minutes
Motion made by Hegley to approve the Jan. 24, 2019 minutes. Motion
seconded by Klein. Motion carried.
V. Community Comment
None
VI. Reports/Recommendations
A. Update on Focus Groups for Art at Pentagon Park South
Jack Becker from Forecast Art conducted the public fora. Commissioner Morgan-
Nelson and six other community members attended the first focus group at
which public art for this project was discussed from a diversity and inclusion
perspective. She reported candid conversation and storytelling to describe how
individuals have felt in the community.
Commissioner Chandler attended a second focus group attended by nine
community members representing Edina organizations tied in civic ways to Edina.
Participants discussed what is meaningful to residents about living in Edina in
terms of art development.
Commissioners noted that Public Art and Art in Public Spaces pulls a community
together; this was the intent of the ACC chapter in the Comprehensive Plan.
B. Update on ACC/HRCC Cross-Commission Committee – Public Art Three-Year
Plan
ACC is the lead Commission in a collaboration with HRRC for reviewing and
recommending a three-year plan for public art in Edina. The meeting of the
workgroup for this effort is scheduled for Thursday, March 14, 2019 from 7:00-
9:00 pm in City Hall in the Mayors’ Conference room. Commissioner Hegley
offered to facilitate a visioning session, tentatively scheduled for April 25, 2019
focused on building a consensus on scope, methods, and timeline as a planning
framework. Commissioner Klein met with HRRC on the Day of Remembrance
event and noted the importance of sharing mission/vision statements.
C. Update on HRRC/ACC Cross-Commission Committee – on ensuring that City
facility art reflects diversity of race and culture.
Commissioners determined the goal is less about preference and taste but more
about what art Edina chooses to acquire and present. Having a current catalog
of what is displayed and performed in the City informs future acquisitions/
performances with data. A strategy to use that information, seen through a lens
of diversity and inclusion, for acquisition is the goal. Chair Rubin will follow up
with the Chair of HRRC.
D. Planning for Initiatives #2 and #3 of ACC Work Plan
Copies of the 2016 Public Art Conservation report were provided.
Commissioners agreed collection care is one priority for 2019. Preliminary
budget discussion followed. Commissioner Hegley noted that software packages
were available to assist in collection care. Staff Liaison Tarnowski will see if other
Art Centers are using software designed for this purpose.
Tarnowski shared a conversation with Shannon Steven, Cornelia school art educator, to
run a second student public art project in 2019. Commissioners expressed interest and
requested information on a monetary commitment from the ARC.
Commissions agreed that the initiative calling for an event would be planned for
either/both the Edina Art Fair for the Centennial Lakes Fall into the Arts Festival.
Ideas included interactive programming, docent tours of public art, and interest
surveys on public art.
VII. Chair and Member Comments
Chair Rubin reminded Commissioners of the Comprehensive Plan Open House on
Monday, March 11, 2019 from 6:30 to 8:30 p.m. at the Public Works & Park Maintenance
Facility, 7450 Metro Blvd, Edina.
Rubin requested information on the Valentine’s Day Concert and Dance with the Rockin’
Hollywoods. Tarnowski reported on a successful event with 150+ community members in
attendance.
VIII. Staff Comments
Tarnowski reported on the two exhibitions at the Art Center accepted for inclusion at Claytopia,
the annual conference of the National Council on Education for the Ceramic Arts, being held in
Minneapolis in March.

Motion made by Chandler to adjourn the February 28, 2019 meeting. Motion
seconded by Hegley. Motion carried.
