V.Community Comment
During "Community Comment," the Board/Commission will invite residents to share relevant issues
or concerns. Individuals must limit their comments to three minutes. The Chair may limit the
number of speakers on the same issue in the interest of time and topic. Generally speaking, items
that are elsewhere on tonight's agenda may not be addressed during Community Comment.
Individuals should not expect the Chair or Board/Commission Members to respond to their
comments tonight. Instead, the Board/Commission might refer the matter to sta% for
consideration at a future meeting.

I. Call To Order
The meeting was called to order at 4:40 p.m.
II. Roll Call
Answering roll call were ACC Commissioners Hegley, Isaacs, Konkimalla, Miller,
Morgan-Nelsen, Suckow
Absent: Chandler, Klein, Martin, Pardo, Rubin
Staff present: Staff Liaison Tarnowski
III. Approval Of Meeting Agenda
Motion made by Isaacs to approve the meeting agenda. Motion seconded by
Suckow. Motion carried.
IV. Approval of Meeting Minutes
Motion made by Suckow to approve the May 23, 2019 minutes. Motion
seconded by Morgan-Nelsen. Motion carried.
V. Special Recognition and Presentations
Luther Overholt, Forester for the City of Edina, presented a plan for a new piece of
public art to be carved from a deteriorating tree next to City Hall. Commissioners
walked outside to the site of the proposed art work, and recommended that the City
proceed. Commissioners offered comment on the subject material for this art work
and requested that concept drawings be brought to a future ACC meeting.
VII. Reports/Recommendations
A. Discussion of Next Steps for Three-Year Plan for Public Art in Edina
Commissioners discussed the charge to the ACC and HRCC in the 2019 Workplans to
recommend a three-year plan for public art to the City Council to be implemented in 2020.
The City Council will review and take action on the jointly-developed plan prior to
Commissions undertaking any tasks in the draft plan. A plan was drafted to be discussed at the
HRRC meeting in July. Several related topics were discussed including the care of current
or future art pieces and/or de-accession planning.
B. Review of Arts & Culture 2019 Workplan
Commissioners discussed Initiative #1 and #3 (see Agenda items VII.A. and VII. C.)
and will review Initiatives #2, 4, at the next council meeting.
C. Update on2019 Student Sculpture Contest
Staff Liaison Tarnowski shared progress on the Edina Student Sculpture Contest:
City of Edina communications issues a call for proposals as part of a press release
on the contest. Viable proposals are being reviewed and will be discussed with
members of the Arts & culture commissioners.
VIII. Chair and Member Comments
Commissioners requested a cancellation of the August 2019 meeting due to
limited ability to attend.

seconded by Hegley. Motion carried.

Draft of three-Year Plan for Public Art
DRAFT Three-year plan for public art in Edina: Major goals and recommended tasks Year Goal(s) Tasks (subject to annual review and change as needed) 2020 • Community engagement, participation, and input. • Review & review roles and responsibilities for Public Art, including emphasis on collaboration and inclusion. • Conduct survey, use results to inform ongoing planning and work. • Prototype 2-3 public art experiences (Sept 2020). • Form a working group for the review/revision for the ongoing management of public art in Edina. • Recommend updated processes for: public art planning, budgeting, and decision-making. 2021 • Increase awareness of and inclusive participation in public art planning and experiences in Edina. • Formalize budget process for public art. • Sustain ongoing community engagement. • Collaboratively plan and implement a minimum of 3 inclusive public art experiences during the year. • Work with City of Edina to determine ongoing budget support for new artworks and experiences as well as care for the current and future public art collection in Edina.. 2022 • Optimize and operationalize public art in Edina • Sustain ongoing community engagement. • Plan and implement at least 4 public art experiences during the year. • Develop a 3-year rolling plan for public art in Edina.
