Chair Anne Miller called the meeting to order at 4:37 p.m.

Motion by Commissioner Rubin with a second by Commissioner Chandler to approve the regular
minutes of the May 25, 2017 meeting. Motion carried.

A. 2017 Arts & Culture Commission Work Plan – Initiative 1 – Feasibility of a New Art Center,
Review and Presentation of Previous Art Center Documents
Commissioner Meifert presented a 3 page review from the October 2012 Sutton + Analysis. Commissioner
Chandler stated a new art center could have broader opportunities for programming development, and
mentioned the location of the Art Center in reference to the quadrants of Edina. She stated few people ask
“Where is Braemar?” There is ample parking for golf and hockey.
Commissioner Hegley stated that though it is the ‘Edina’ Art Center, the demographics come from beyond
Edina. Member Chandler stated there is a big downside for becoming a 501(c)3, and Member Hegley stated that
if you don’t have an endowment and want to be a 501(c)3, you will fail.

Staff Liaison Frey reported on the 3 options of the Schuler Shook study.
Commissioners Chandler and Chaffee reported on the Grandview Task Force Study. Member Chandler stated
20% of the 70,000 sf Grandview facility would be art center, in addition to active adult, wellness, and other space
focused on recreation and sport. Pages 66-68 of the report could be lifted and re-used.
Member Chaffee reported on the active adult community, hard and soft costs totaling 43 million with the art
center portion alone at 5.6 million, community gathering at 6.5 million and fitness at 9 million. She stated that
people want to stay in their area with easy access and proximity. The audience would be youth and older adults;
location must be visible, build on strengths, and identify a funding source.
Commissioner Hegley stated the feasibility is there, and capacity for more revenue and demand is there as well.
Chair Miller asked for two volunteers to create a one page document regarding the feasibility for a new art
center. Commissioners Chandler and Hegley volunteered to write a feasibility statement.
B. Visit Dates for Twin Cities Art Centers
Staff Liaison Frey stated he has reached out to Minnetonka Center for the Arts, and will contact Artistry and
White Bear Lake Art Center and present a list of days/dates/times to the Commission for visits to area art
centers. Members can choose to attend depending on their availability.
C. 2017 Work Plan – Initiative 1 – Feasibility of a New Art Center

D. Report from Student Commissioners on Social Media
Student representatives Jane Howe and Mollie Mertes reported on Twitter as a social media tool to promote
events of the Commission and the Art Center, use of hashtags to spread the word. They stated Twitter is more
accessible, easy to access, a better source of information. A discussion of what could be tweeted, photos of
public art, new sculptures, art fair, hash tag public art, reminders of events, how to stay involved, respond to
other tweets, want to come to one of our meetings, etc. A possible Twitter account could include Culture &
Art Edina, with a poll for possible tweets or new kind of public art, to get the conversation flowing, find out
what the community wants, who to follow, how do we get followers, what to tweet, what to tell the
community.
Commissioner Hegley asked what the communication strategy and plan would be, and how to continue the
tone, voice and continuity when new student members are appointed, as well as the frequency and purpose.
Commissioner Meifert mentioned the Every Day I Need Art Facebook page.
VII. Correspondence and Petitions
Public Art Chair Cheryl Gunness reported that the June 14 Public Art Edina Artist Sculpture Showcase was a
successful event. Commission Suckow had suggested inviting other commissions, and Commissioner Gunness
was able to speak with 3 to 4 Transportation Commissioners that were in attendance, and had a conversation
about what Edina is known for and a competition for artistic bicycle racks as one idea similar to St. Paul’s poetry
on the streets. Member Chaffee mentioned it was a great event.

IX. Staff Comments
Staff Liaison Frey reported that summer art camps had started June 6 and were off to a successful start. Animals
in Art opened June 15 in the Margaret Foss Gallery.

A. 2017 Work Plan – Initiative 1 – Feasibility of a New Art Center
Commissioner Hegley gave a brief review of the draft letter to Council written by Commissioners Chandler and
Hegley. The letter is in response to Initiative 1 of the 2017 Arts & Culture Commission Work Plan-Feasibility
for a New Art Center. A copy of the letter was circulated electronically prior to the meeting. The Commission
offered comments.
Commissioner Meifert reported on a 2002 Rand Corporation Report by Kevin Murphy stating the Mechanisms
of Arts Impact – Economic, Cultural and Social. The report talks about how a strong arts presence has the
potential to bring people from outside to an area, and the social capital an arts center offers and the added
benefit to the community. In addition, companies that support the arts are highly respected.

Commissioner Chaffee stated there is a disadvantage for people moving to Edina if there is less of a focus on the
arts. Commissioner Isaacs asked about any discussion on artist work/live spaces.
All members were very grateful to Susan Chandler and Douglas Hegley for their work on the draft letter.
B. Site Visit – White Bear Center for the Arts
Commissioners Miller and Suckow and Staff Liaison Frey visited the White Bear Center for the Arts earlier in
the day.
Member Suckow reported that the White Bear Center for the Arts is a 501(c) 3, and was a former warehouse
space with low visibility. The building was demolished for $750,000 and re-built for 3.5 million. Peter Kramer
was the architect hired to create a beautiful renovation in partnership with artist Kinji Akagawa who was
consulted on outdoor spaces including a labyrinth. The building has three multi-purpose classrooms, a
multipurpose gallery that is plumbed with a vitrine cover on wheels. It is a delightful space; light, airy with high
ceilings and lots of outdoor space, a community oven and class to build community oven, and a library with gas
fireplace.
The Center saw an 82% increase in participation once the new building opened. There is a vibrant space for
cultural activities, the building is near downtown White Bear Lake and the community can grow with a
prominent, visible location. A community theater is being planned for the adjacent vacant lot.
Commissioner Miller noted that the grounds are beautifully landscaped with space for outdoor programming.
The center is an independent 501(c) 3 with no relationship with the city. They have one FTE development
director, a core group of donors over the long term and 160 volunteers. The building is located one block from
the high school, two blocks from the middle school, and four blocks from the elementary school.
Commissioners Meifert and Rubin will visit the Minnetonka Center for the Arts on Friday, and Commissioners
Chaffee and Gunness will visit Artistry in Bloomington on Monday, July 31.

INTRODUCTION:
Mr. David M. Anderson, Senior Vice President of Frauenshuh Commercial will give a 30 minute presentation
and update on the 3.3 acre Grandview site. The former Public Works site is awaiting redevelopment, and the site
was one of three options as a possible location for a new art center. There will be 10-15 minutes for questions
and discussion from the Commission.
The Grandview Task Force studied the possibility of a new community center on the site in 2015-2016 with
HGA Architects, ProsConsulting and Sutton + Associates as consultants.

Action is required on this item. Initiative 3 of the 2017 Arts & Culture Commission Work Plan is to 'Coordinate
Public Art Program and set guidelines for artist stipends within approved budget.'
INTRODUCTION:
Public Art Edina receives $10,000 annually from the City of Edina budget to maintain the public art program.
Currently, each artist receives a $500 stipend for the loan of their artwork for the year. In addition, the public
votes for their top three favorite sculptures in The People's Choice Awards. The first place award is $1,500,
second place is $1,250, and third place is $750.
Each year the number of entries varies, and discussion in the past has focused on increasing the loan stipends to
$1,000 in order to attract more talent.
The Artist Sculpture Showcase raised $350 in donations in 2017; the first year a fundraising endeavor was held.

Summary: A long standing organization that used deep pockets to build a $6.5 million building with a
strong architectural bent that showcases the art.
Key points:
• Beautiful setting which enhances the 'art center' nature of the organization. Green, natural.
• Building designed with large flexible studios - everything on wheels, sealed concrete floors,
abundance of natural light, floor drains for ease of clean-up
• Operating budget of $1.4 million
• 67% of funds are earned, remainder is donated.
• Services about 3000 adults and 1000 children each year
• Focused on visual arts - painting, sculpture, fabric, jewelry
• Very large gallery space with flexible display capabilities
• Handicap accessible/friendly.
• Overlap of teaching staff with EAC
• Inconvenient location - limited highways/local roads, but not an issue, even in the winter.
• On-going relationship with Ridgedale Center (mall)
• Built to allow for expansion (studio)
• Designed for hosting events/rentals
• Small cafe - open limited hours (generates $80,000 revenue per year).
Roxanne Heaton (Exec Dir) was impressive. She was pushing us hard to move to the 501 (c) 3
model. Her organization was born in 1952 and matured as a standalone unit with no active involvement
from a governmental group. Their board was deep and strong when they decided to build their
gorgeous new building which opened in 2002.

Summary: A long standing organization that used deep pockets to build a $6.5 million building with a
strong architectural bent that showcases the art.
Key points:
• Beautiful setting which enhances the 'art center' nature of the organization. Green, natural.
• Building designed with large flexible studios - everything on wheels, sealed concrete floors,
abundance of natural light, floor drains for ease of clean-up
• Operating budget of $1.4 million
• 67% of funds are earned, remainder is donated.
• Services about 3000 adults and 1000 children each year
• Focused on visual arts - painting, sculpture, fabric, jewelry
• Very large gallery space with flexible display capabilities
• Handicap accessible/friendly.
• Overlap of teaching staff with EAC
• Inconvenient location - limited highways/local roads, but not an issue, even in the winter.
• On-going relationship with Ridgedale Center (mall)
• Built to allow for expansion (studio)
• Designed for hosting events/rentals
• Small cafe - open limited hours (generates $80,000 revenue per year).
Roxanne Heaton (Exec Dir) was impressive. She was pushing us hard to move to the 501 (c) 3
model. Her organization was born in 1952 and matured as a standalone unit with no active involvement
from a governmental group. Their board was deep and strong when they decided to build their
gorgeous new building which opened in 2002.
