Chair Anne Miller called the meeting to order at 4:32 p.m.
II. Roll Call
Commissioners Present: Stella Chaffee, Kandace Ellis, Cheryl Gunness, Barbara La Valleur, Dana Lappin,
Ray Meifert, Anne Miller, Steve Suckow.
Commissioners Absent: Russ Rubin

Motion by Commissioner Suckow with a second by Commissioner La Valleur to approve the
meeting agenda. Motion passed unanimously.

A. 2017 Work Plan
Chair Miller led the discussion on review of the Arts & Culture Commission 2017 Work Plan. The
Commission thanked Commissioner Suckow for writing the section Advocate for Art Center
Improvements and Re-location and Re-evaluation of relationship with the Edina Art Center.
Commissioner Meifert took notes and re-worded content. All members participated with comment.
Commissioner La Valleur asked for a change to the Public Art Edina section.
Commissioners approved the new content for presentation to Council
Liaison Frey stated he would incorporate new content and send the new version prior to the All-Chair
meeting on September 29, 2016.
B. Donations & Sponsorship Brochure
The Commission reviewed and commented on the Donations & Sponsorship Brochure with focus on
fundraising for the Art Center. A decision was made to continue work on the brochure prior to sending
to Communications.
VII. Adjournment motion by Commissioner La Valleur with a second by Commissioner
Chaffee.

Dear Edina Arts & Culture Commissioners,
The City of Edina is truly a jewel of the Minneapolis/St. Paul metropolitan area. Our City offers
residents and visitors a wealth of recreational and cultural opportunities including the 50th &
France Business District, our beautiful parks such as The Edina Promenade and Centennial
Lakes Park, and various sports facilities. In addition, the City hosts two major art fairs each
year. The Edina Arts & Culture Commission has sponsored free Summer Music in the Park
concerts. These are only a few of the events that enhance our culturally rich and vibrant
community.
The City website is a wonderful resource detailing all that is available in the City of Edina;
thoughtfully planned and well executed. As members of the Public Art Working Group, we
have a suggestion that we believe would enhance the website and encourage exploration of
our wonderful city.
We propose adding an interactive map as a tool, linking all major attractions in the City, giving
our residents and visitors immediate information and locations of points of interest - be it
sculptures, parks or other venues - using 360 degree imagery of some to allow a "virtual
exploration experience."
We feel this would supplement some of the existing video content on the website, for example
the Aquatic Center. While the Aquatic Center video highlights the main attractions, an
interactive map would allow potential visitors to explore the Aquatic Center virtually and the
surrounding park and playground areas.
This technology could also be used to highlight the sculptures on The Edina Promenade,
Grandview Square Park and at 50th and France. We believe these changes would encourage
exploration of our amazing city.

Arts & Culture Fund at the Edina Community Foundation
EDINA COMMUNITY FOUNDATION
Designated Fund Agreement
THIS AGREEMENT is between the Edina Community Foundation (the Foundation), a
Minnesota nonprofit corporation located at 5280 Grandview Square, Edina, MN 55436 that is a
tax-exempt public charity under Section 501(c)(3) of the Internal Revenue Code, and the Edina
Art and Culture Commission (the Commission), an independent advisory body of the Edina City
Council whose address is 4801 West 50th Street, Edina, MN 55424.
1. The Foundation shall establish a Designated Fund (the Fund), to be named Edina Art and
Culture Fund, to hold contributions to the Foundation that are made from time to time for support
of the Commission’s mission to promote and support arts and culture programs in the City of
Edina.
2. The Fund shall be used only to make grants to the Commission for its general purposes,
so long as they are consistent with the mission of the Foundation to Strengthen Our Community.
All grants shall be subject to Foundation approval of requests from an authorized representative
of the Commission.
3. The Fund shall be subject to the requirements imposed upon funds of the Foundation
under the terms and provisions of the Foundation’s Articles of Incorporation and Bylaws, as
amended. If any restriction, condition, limitation or trust is imposed with respect to any funds or
property, the title to which has become vested in the Foundation, and if, in the sole judgment of
the Foundation’s Board of Directors, such restriction, condition, limitation or trust becomes
unnecessary, incapable of fulfillment or inconsistent with the Foundation’s charitable and
educational mission, the Board shall have the power to modify or eliminate any restriction,
condition, limitation or trust, acting within the limits of its authority as an organization exempt from
income taxes under Federal and State law.
4. As reimbursement for the support services provided by ECF, the Fund shall contribute to
ECF at the end of each calendar quarter an amount equal to 3% of the contributions and receipts
to the Fund. Any earnings on the Fund shall accrue to the benefit of the Foundation's general
unrestricted funds in accordance with the established policy of the Foundation.
5. The Commission agrees to execute and deliver to the Foundation any further information
and/or documents that may be reasonably required by the Foundation to further the intent of this
Agreement and/or the Foundation’s mission.
6. This Agreement is effective when signed by both parties, as of _______________, 2016.

Art on the Move held its first meeting on 10/17/16.
A second meeting is planned for Monday, 11/14/16 at 6pm at Edina Art Center.
All are invited for a lively discussion.

RECOMMENDATION: Consider updating to something along the lines of:
we are building bridges between the art center and its programs to the
wider community. We’re encouraging more participants and engaging
new audiences in the vital programming the art center is doing. Expanding
and growing and creating relevance for our evolving community. We must
be more integrated in larger city plans. Review Chuck Mahron
presentation, Living Streets Document, etc. We need to have a clear point
of view and be seen as crucial to the city reaching its mission

BRAINSTORMING | STRATEGIES FOR INSPIRATION OR CONSIDERATION
CSAs
Over the last 20 years, Community Supported Agriculture (CSA) has become a
popular way for consumers to buy seasonal food directly from local farms. With
the same buy-direct, buy-local spirit, Community Supported Art is an exciting
new model of art support and distribution that supports artists in the creation of
new work and establishes relationships with local collectors and patrons. Selected
artists receive a commission to create “shares” for the program. Interested
collectors will purchase a share and, in return, receive boxes or portfolios of
locally produced artwork at intervals during the season.

October 27, 2016
• At the October Public Art Edina meeting, Chair La Valleur announced winners of the
2016 People’s Choice Awards for the annual rotating exhibit. Winners are: Jim Dehne,
Newton, WI, First Place with Peacock Displays (valued at $5,500) located on The Edina
Promenade and Second Place with Horse Play (valued at $9,500) at 50th & Halifax.
Third Place is Bonded Souls (valued at $8,000) by James Bearden, Des Moines, IA.
General Manager Frey has sent the award stipend checks to the artists.
• With regret, we accepted the resignation of new member Gary Hittle who has a
scheduling conflict with our monthly meetings.
• Lisa Hentges, Assistant Property Manager of Cedars of Edina was in attendance at
our October meeting to bring art work samples for a France Avenue utility box. Public
Art members choose one of six samples to be featured on a utility box near US Bank
on France Avenue. Two additional artworks had previously been chosen to fulfill the
request by the City Public Works Department to wrap three switch boxes which were
installed for the decorative lights which were installed in the medians on France
Avenue in 2015. Title of the artwork is Origin with Sea Turtle, Frog and Bird, a
painting by Bradley Davis, who lives at Cedars of Edina. Ms. Hentges presented Public
Art Edina with a $1,000 check from owners of Cedars of Edina, Mark Peterson and his
parents, to cover the cost of three art wrapped utility boxes. Weather permitting, they
well be installed the first two weeks of November.
• ACTION ITEM: Public Art Edina is requesting a motion for the Arts & Culture
Commission to send a letter to the City Communication Department following our
recommendation at the September EACC meeting suggesting adding Google
Mapping of sculptures as well as parks and other points of interest in the city to the
city website.
• Public Art Edina voted unanimously to have Laura Kubick, Associate Conservator with
Kristin Cheronis, Inc. to create a Survey Spreadsheet Report and Summary Report
after viewing all of Public Art Edina’s permanent collection to provide us with the
needed information to create a plan to care for our collection in a prioritized order
with needs and cost estimates. An initial tally of Public Art Edina’s permanent
collection indicates at least 20 permanent pieces valued at more than $300,000. Cost
of the survey will be taken from Public Art Edina funds at the Edina Community
Foundation.
