January 23, 2020
4:30 p.m.
I. Call To Order
Chair Rubin called the meeting to order at 4:35 p.m.
II. Roll Call
Answering roll call were: Chair Rubin, Commissioners Chandler, Hegley, Isaacs, Martin, Morgan-
Nelson, and Student Commissioners Konkimalla, Jahagirdar
Absent were: Commissions Klein, Miller, Suckow
Staff present: Staff Liaison Tarnowski
III. Approval Of Meeting Agenda
Motion made by Isaacs to approve the meeting agenda. Motion seconded by Hegley.
Motion carried.
IV. Approval of Meeting Minutes
Motion made by Hegley to approve the December 19, 2019 minutes. Motion seconded by
Morgan-Nelson. Motion carried.
V. Reports/Recommendations
A. Elections: ACC Chair and Vice Chair
• Motion made by Rubin to approve the appointment of Peggy Martin as Vice Chair for
the Arts & Culture Commission. Motion seconded by Hegley. Motion carried.
• Motion made by Chandler to approve the appointment of Rubin as Chair for the Arts &
Culture Commission. Motion seconded by Hegley. Motion carried.
B. Update on the Three-Year Plan for Public Art in Edina
Staff Liaison Tarnowski shared information on this initiative. The ACC workplan was approved
By City Council, but the plan for Public Art will need a formal vote of approval by the
Commission and will then need to be to be submitted to Council with a parallel staff review.
Commissioners discussed the need to review and update the plan before the formal vote.
Tarnowski shared information about the administration of a survey that is currently part of the
Public Art plan. Commissioners had discussed the Better Together as a survey administration tool,
but that platform is not designed to handle survey administration and analysis. A third party to
design, administer, and evaluate a survey to ensure its validity and reliability was discussed.
The Commissioners would be responsible for community engagement with the survey. The
survey would need to have the Diversity and Inclusion rubric as a foundational aspect of the
survey. Tarnowski shared a Race and Equity Tool worksheet used in other communities
After discussion, the Commission discussed re-thinking its strategy to include offering public art
events or initiatives and gathering feedback to further inform planning.

C. Update on the Edina Art Center
City staff continue to review options for alternative space to offer Art Center programming.
Commissioners will be invited to advise on these efforts.
D. ACC Commissioner attendance at other Commission meetings
Chair Rubin will draft talking points for potential meetings with other Commissions.
VI. Chair and Member Comment
Commissioners briefly discussed proposals to re-build the “I in Edina” sculpture on the Promenade.

pm. Motion seconded by Hegley. Motion carried.
