Call To Order Chair Lewis called the meeting to order at 6:02 p.m. II. Approval of Meeting Agenda Motion was made by Commissioner McCarthy and seconded by Commissioner Brown to approve the agenda. All voted aye. Motion carried. IV. Approval of Meeting Minutes Motion was made by Commissioner Rubenstein and seconded by Commissioner McCarthy to approve the January 18, 2024 meeting minutes. All voted aye. Motion carried. V. Special Recognition and Presentations A. Special Recognition – Kirk Johnson Commissioners and staff thanked Commissioner Johnson for his six years of service on the Commission. B. 2023 Traffic Safety Summary Report Traffic Safety Coordinator Nick Bauler presented the 2023 Traffic Safety Summary Report for comments. Comments from Commissioners included: • Is there a threshold for something to be considered an official traffic safety request? • It must be difficult in certain situations to decide how to categorize a request. • How does staff determine if a particular request has been asked before? • Has staff ever looked at multiple years of geospatial data to evaluate potential trends? • Intersection Control and Traffic Calming have no A items; is this due to the nature of the requests? C. 2023 PACS Fund Summary Report Liaison Scipioni presented the 2023 Pedestrian and Cyclist Safety Fund Summary Report for comments. Comments from Commissioners included: • When is the next submission deadline for Safe Routes to School grants? • What is the threshold for sidewalk grinding? Traffic Safety Report of January 30, 2024 The Commission reviewed and commented on the Traffic Safety Report of January 30, 2024. B. Draft 20th Anniversary Proclamation The Commission reviewed and commented on a draft proclamation recognizing the Commission’s 20th anniversary. Motion was made by Commissioner Wright and seconded by Commissioner Bildsten to approve the draft proclamation. All voted aye. Motion carried. C. 2024 Work Plan Updates • #1 Traffic Safety Infrastructure – Staff will provide contacts for other cities, information on grant opportunities. • #2 Pedestrian and Bicycle Master Plan Review – Staff will provide information on implementation progress. • #3 Parking – No update. • #4 20th Anniversary Proclamation – Commission approved draft proclamation. D. Annual Elections Motion was made by Commissioner Bildsten and seconded by Commissioner Rubenstein to close the nomination period. All voted aye. Motion carried. Commissioner Lewis nominated Commissioner Brown as Vice Chair. Motion was seconded by Commissioner McCarthy. All voted aye. Motion carried. Commissioner Wright nominated Commissioner Lewis as Chair. INTRODUCTION: See attached staff report. Comments received by the Commission will be included in the staff report provided to City Council at their April 16 regular meeting. ATTACHMENTS: Description Traffic Safety Report of February 27, 2024 March 28, 2024 Transportation Commission Nick Bauler, Traffic Safety Coordinator Traffic Safety Report of February 27, 2024 Information / Background: The Traffic Safety Committee (TSC) review of traffic safety matters occurred on February 27. The Traffic Safety Coordinator, City Engineer, Streets Public Service Worker, Transportation Planner, Police Sergeant, Public Works Director and Transportation Planner were in attendance for this meeting. The Assistant City Planner was not able to attend but was informed of the recommendations. On each of the items, persons involved have been contacted and the staff recommendation has been discussed with them. They were informed that if they disagree with the recommendation or have additional facts to present, they can submit correspondence to the Transportation Commission and/or to City Council prior to the April 16 regular meeting. Section B: Items on which the Traffic Safety Committee recommends no action B1. Request for U-turn restrictions for westbound Hazelton Road at France Avenue. Staff recommends no action citing volume of U-turns and crash history. Description Two requests for the restriction citing limited space forces vehicles making U-turns to stop, reverse, then continue east onto Hazelton. ADT 2,600 eastbound vehicles approach France. 16 vehicles counted making a U-turn. 85% Speed N/A Crashes Five crashes in past five years, none involving U-turns. Sight Lines Adequate Previous Requests Request to change lane designations for westbound Hazelton. Hennepin County studied and found new designations would not improve level of service- no action warranted (June 2018). Unique Circumstances France Ave is maintained by Hennepin County. Hazelton Road at France Avenue STAFF REPORT Page 2 B2. Request for all-way stop controls at W 70th Street and Rabun Drive. Staff recommends no action as stop controls along W 70th St would significantly impact the level of service at the two adjacent intersections. B3. Request for all-way stop controls at Antrim Road and W 69th Street. Staff recommends no action as stop signs are not a tool used to lower vehicle speeds. Staff continues to recommend neighborhood to petition for a street reconstruction project with traffic calming improvements. Description Resident concerned with lack of gaps exiting Rabun, requesting added stop controls. AADT 16,100 (W 70th) 85% Speed N/A Crashes None reported at intersection in past ten years. Sight Lines Adequate Previous Request Request for added “Do Not Block Intersection” signs for eastbound traffic on W 70th. No action warranted with signs already in place (August 2018). Unique Circumstances Rabun is only southern access from Brookview Heights onto W 70th. Rabun is 200’ west of HWY 100/ southbound Normandale Rd (signal controlled by MnDOT). Description Requestor is concerned with vehicle speeds on Antrim and is request stop controls at W 69th. ADT 4,093 (2023) 85% Speed 37.5 mph (2021) Crashes None at intersection in past ten years. Sight Lines Adequate Previous Request Speed complaints along Antrim. On/Off - Street Facilities Standard Bike lanes. Sidewalk on east side. A future proposed shared-use path. Discussion 2021 petition received from residents requested DSDSs. Staff response illustrated street reconstruction provides opportunity to slow vehicles through street narrowing, etc. W 69th Street at Antrim Rd W 70th Street at Rabun Drive STAFF REPORT Page 3 B4. Concerns of U-turns during rush hour at McCauley Trail and Timber Ridge. Staff recommends no action. Staff is working with Hennepin County and MnDOT staff for capital improvement projects along Gleason Rd. Section D: Other traffic safety items handled D1. A request was submitted to improve safety for children playing along Aspen Rd. As concerns include drivers not obeying stop controls at Tamarac Ave, EPD was notified of the issue for enforcement. D2. A request for stop signs on W 66th St to help slow vehicle speeds. Edina does not install stop controls to control speeds. EPD was notified of the concern for speed enforcement. D3. Complaints were submitted about safety when crossing Eden Ave at the crosswalk east of Vernon Ave. The requestor was informed of a flashing advanced warning sign proposed to be installed in 2024. D4. A resident was concerned with vehicle speeds and parking designations not adjacent to the sidewalk on Gleason Rd. Staff is not planning on shifting designations from the west to east side of Gleason due to sign replacements and current lane markings. The resident was advised to submit a petition to Council. D5. An online complaint was made regarding an Edina Police driving habits along Cahill Rd. The complaint was sent to EPD supervisors for review. D6. A resident reported potholes on Highway 100. A MnDOT pothole repair form was filled out on the resident’s behalf. D7. Speed enforcement was requested on Xerxes Ave and W 58th St. EPD was informed of the request. D8. A request to improve stopping habits at Gleason Rd and Schey Dr due to drivers failing to stop at the all-way 3-leg stop. Advanced warning signs are present where necessary and no further signage is warranted. EPD was notified of this concern for enforcement. D9. Complaints were made about poor sight lines when exiting Highway 62 westbound onto Tracy Ave. Following inspection, sight lines appear adequate and the Fire Department was informed what vegetation trimming could improve sight lines further. Description Residents within Timber Rdg are concerned with eastbound vehicles on HWY 62 exiting onto Gleason Rd south and making U-turns along McCauley Tr at Gleason and Timber. AADT Gleason – 8,100 (2014) McCauley – 1,400 (2023) 85% Speed 35.7 MPH (McCauley 2023) Crashes Six crashes at HWY 62 exit and Gleason (none involving U-turns). None at McCauley and Gleason and Timber. Sight Lines Adequate Previous Requests Speed concerns along McCauley. Parking issues on Timber. Previous Work McCauley has new shared-use path in 2022 Unique Circumstances Between 4 PM and 6 PM 18 U-turns took place at Gleason and McCauley and 11 at McCauley and Timber. McCauley Tr at Timber Rdg and Gleason Rd STAFF REPORT Page 4 D10. A complaint was made about a speed limit sign blocked by a utility pole on Vernon Ave between Olinger Blvd and Blake Rd. Hennepin County sign shop was notified and is reviewing placement of the sign. D11. A request was made for a flashing yellow arrow (FYA) traveling east on W 66th St turning north onto Drew Ave (CSAH 53). Hennepin County advised an FYA is planned to be installed in 2024. D12. A resident complained of drivers not yielding for pedestrians in the crosswalk over Brookside Ave at Rutledge Ave. The crosswalk treatments are appropriate for Brookside and the Police Department was notified of driver behavior. ATTACHMENTS: Description 2024 Work Plan Progress Report Approved by City Council December 5, 2023 Transportation Commission 2024 Work Plan 1 Initiative Type: Project Target Completion Date: Q4 Lead(s): Grant Wright, Bethany Olson Initiative Title: Traffic Safety Infrastructure Research and Recommendations Initiative Description: Residents have been vocal with the Transportation Commission about how dangerously fast drivers drive on Edina’s residential streets – even after speed limits were lowered to 25 mph. This, paired with a lack of focus on traffic enforcement capacity due to understaffing of patrol officers and a slower-than-desired implementation of traffic calming measures they suggest to the Commission, leaves some residents feeling frustrated with the City’s perceived inaction. To improve safety for all users of Edina’s transportation network, this initiative will support an educational campaign (such as “Drive 25”) and recommend improved processes to implement traffic calming improvements more quickly. Deliverable: Complete case study research of cities that leverage quick build solutions to implement traffic calming changes to roadways. Recommend improvements at priority locations (e.g., schools, parks, bus stops, places of worship, etc.) and identify grant programs for city staff consideration to pursue for project implementation of best practices.
