HomeMy WebLinkAboutCouncil_Connection_060711Municipal Builders to construct Water Treatment Plant No. 6 The Council awarded a bid to Municipal Builders, Inc., to con- struct a new water treatment plant. The new water treatment plant will be located in the lower level of the Jerry’s parking ramp at 5120 Brookside Ave. The ramp is owned by the City and is adjacent to the former Public Works Facili- ty. The new water treatment plant will receive water from four wells and have the capacity to treat 4,000 gallons of water per mi- nute. Although all City water is treated, not every well is filtered for the removal of iron and man- ganese, naturally occurring miner- als in groundwater. The City’s long-term goal is to filter all of its wells, and the construction of Water Treatment Plant 6 is a positive step in that direction. In addition, the water treatment plant will house an aeration sys- tem that will also strip elements of vinyl chloride from drinking water. The Public Works Department estimates the plant, which will cost approximately $5.7 million, will be operational by April 2012. Council to accept written comments on developer’s proposal to shorten building The Council is accepting written comments on a developer’s re- quest to make a change to its building. The developer of The Waters Senior Living of Edina would like to shorten its planned building by 28 feet and remove the under- ground parking below its memory support wing. According to the City Code, “minor changes may be authorized by the Planner. Proposed changes to the ap-proved site plan affecting struc- tural types, building coverage, mass, intensity of height, alloca-tion of open space and all other changes which affect the overall design of the property shall be acted on, reviewed and pro- cessed by the [Planning] Commis-sion and the Council in the same manner as they reviewed and processed the site plan.” Staff believes the proposal to reduce the size of the building by 28 feet is minor and does not recommend an amendment to the approved site plan. Before determining if the pro-posal is minor, Council Members want to review written comments from residents. Council bans rooftop dining The Council approved an ordi- nance banning rooftop dining in Edina. In 2010, owners of Cocina del Barrio expressed interest in con-structing rooftop dining during the remodeling of their restaurant space at 5036 France Ave. S. An adjacent property owner ex- pressed concerns about locating a rooftop restaurant close to resi- dential property. As a result, the Council imposed a moratorium and directed staff to study if roof- top restaurants should be allowed in Edina and, if so, how they should be regulated. After a lengthy discussion in May, Council members indicated that they did not feel comfortable with rooftop dining so close to the condominiums in the area and directed staff to write an ordi-nance amendment banning such use. Council clarifies ETC’s purpose and duties The Council approved an ordi- nance amendment to clarify the Transportation Commission’s purpose and duties. According to the revised ordi- nance, the purpose of the Trans- portation Commission is to “help guide the City in implementing its vision for an integrated, multi- modal local transportation sys- tem … .” Its duties include: • Advising the City Council on the operation of the local transportation system. • Developing strategies , plans and recommenda- tions to implement the City’s multi-modal transportation vision. • Reviewing neighborhood street capital investment projects. • Reviewing and commenting on large development pro- posals. • Discussing regional trans- portation improvements by outside agencies that might affect the local transporta- tion system. • Promoting the City’s trans- portation system through education and open forums. • Reviewing and commenting on citizen transportation concerns, traffic complaints and data. • Reviewing and recommend- ing transportation-related funding. The Transportation Commission typically meets at 6 p.m. the third Thursday of the month.
