The Edina City Council ap-
proved a four-year contract to
provide 9-1-1 emergency dis-
patching services to the City of
Richfield.
The City of Richfield will pay all
initial costs associated with
the transition. Thereafter,
Richfield will pay Edina
$14,058 per month through
2014. The cost per month will
be revised to $12,363 per
month in 2015 and subse-
quent years.
Edina currently dispatches for
the City of Golden Valley
through 2014. It is expected
that Edina’s call volume will
increase by about 45,000
calls per year to approximately
125,000 combined calls per
year for all three cities.
The contract is expected to be
approved by the Richfield City
Council at an upcoming meet-
ing. Once approved, Edina will
begin dispatch services for
Richfield on or around Dec. 1.
Council Approves Prelimi-
nary Levy and Budget
The Edina City Council adopt-
ed the City’s preliminary tax
levy and operating budget for
2014 setting the preliminary
property tax levy at
$27,473,155.
Total of all levies would in-
crease by $725,771, or 2.7
percent, from the 2013 prop-
erty tax levy.
The approved 2014 prelimi-
nary tax levy is the City’s maxi-
mum property tax level for
2014.
The Council can decrease, but
not increase the 2014 proper-
ty tax levy. However, expendi-
tures and revenues could
change before the final budget
adoption.
The City Council will hold a
public hearing on the final levy
and operating budget at its
Dec. 3 meeting.
Council OKs Final AUAR for
Pentagon Park Site
The Council approved a final
Alternative Urban Areawide
Review (AUAR) update for Pen-
tagon Park.
An AUAR is an assessment to
determine environmental im-
pacts over a specific geo-
graphic area that would be
caused from future urban de-
velopment.
The AUAR, conducted by WSB
& Associates, was distributed
to Hennepin County, the Met-
ropolitan Council and MnDOT
for a 10-day comment period.
No agency objected to the
AUAR update. Hennepin Coun-
ty believed the report was
incomplete, though it was not
an objection.
The study area contains a
mixture of light industrial/
warehouse, commercial, office
and residential uses. There is
a total of 1.9 million gross
square feet of space.

The Council discussed the
next steps of the decision-
making process to redevelop
the City’s former Public Works
facility at 5146 Eden Ave.

The Development Framework
envisions a mixed-use build-
ing on the site that would
include a community space as
well as private development.
The Grandview Citizen Adviso-
ry Team (CAT) is currently
working on a Request for In-
formation (RFI) to identify a
development partner for the
site.
A development partner would
contribute essential real es-
tate expertise so that a finan-
cially feasible project can be
designed that contributes to
the community vision and is
well received in the market-
place.
After discussion, the Council
agreed that it was important
to maintain momentum on
the RFI and to allow flexibility
for the development partner
to be creative with options for
community space.
The Council directed staff to
work with the CAT to prepare
a brief community needs sur-
vey. The Council also asked
that an analysis of the City’s
infrastructure in the
Grandview area and a city-
wide recreation facility inven-
tory be prepared. This addi-
tional data would be shared
with a development partner to
assist them in refining the
vision for the site.
The Council established a
target of January 2014 for the
CAT to complete the RFI for a
partner to redevelop the va-
cant site. The CAT was di-
rected to recommend a devel-
opment partner for the Coun-
cil’s consideration in 2014.
