HomeMy WebLinkAboutCouncil Connection 11132013Council approves technolo- gy purchases The City Council approved a request to purchase licenses for Computer Aided Dispatch (CAD) software and for Elec- tronic Records Management (ERM) system. The CAD license includes digi- tal dispatch, mapping and automatic vehicle locator. The $29,380 cost also reflects maintenance and installation of the software. The software purchase is in preparation of the City of Edi- na taking over 9-1-1 dispatch- ing for the City of Richfield, which is set to occur Dec. 1. The cost will be reimbursed by the City of Richfield as part of the dispatching agreement. An ERM system was also ap- proved, allowing the City to move from a paper-based system to a electronic system. This allows departments with better access to records and ultimately fosters develop- ment of an online library of public records. Crabtree Companies, Inc., was awarded the $49,754 contract. It has worked with the Cities of Bloomington, Burnsville, Plymouth, Rose- mount, St. Louis Park and St. Paul. It is also able to coordi- nate with LOGIS for software installation. The City anticipates beginning “pilot projects” in late-2013. Council receives public art donation at 50th & France The Edina City Council re- ceived a donation of “Spaulding,” a public art sculpture in downtown Edina. Spaulding was one of 11 sculptures in the Public Art Committee’s 2012 rotating outdoor exhibit. It is located outside Salut Bar Americain and was meant to be on loan to the City through this year. Residents and customers became attached to the sculpture and wanted Spauld- ing to become part of the City’s permanent art collec- tion. After a six-week fundraising campaign, the sculpture was purchased from artist Heidi Hoy for $7,650 and donated to the City. Donations received above that amount will be used to fund other public art in the community. Fundraising was led by City Council Member Ann Swen- son and representatives of the 50th & France Business and Professional Association, the Arts & Culture Commis- sion, the Edina Community Foundation, Edina Lions Club, Parasole Restaurants and the Edina Public Art Committee. Council reviews sketch plan for bank The City Council reviewed a sketch plan for a proposed redevelopment at 3655 Ha- zelton Road. The proposal is to tear down the existing vacant restaurant and construct a two-story, 9,400-square-foot Think Bank with a four-lane drive up. Three of the four options presented would re- quire setback variances. The Council discussed the building’s positioning on the site in relation to Hazelton Road and the Promenade. Pedestrian access from those walking on the Promenade, Hazelton Road or coming from the apartments on the redeveloped Byerly’s site was also discussed. The Council gave the devel- oper other non-binding feed- back on the proposal prior to an official application submit- tal. Council amends redevel- opment agreement with mall The Council amended its agreement with Simon Prop- erties regarding Southdale Center’s redevelopment. In the time since the agree- ment was approved in April 2012, the mall owner has split the ownership of the property to accommodate the development of the One Southdale Place apartments in the property’s southeast corner. Since the shopping center and apartments are owned and financed separately, Simon Properties requested that the One Southdale Place apartments be removed from the scope of the redevelop- ment agreement and related assessment agreement.
