If you wish to speak on the topic, you are welcome to do so as long as your comments are relevant to the discussion. To ensure fairness to all speakers and to allow the efficient conduct of a public hearing, speakers must observe the following guidelines: • Individuals must limit their presentations to three minutes or less. The Chair will modify presentation times, as deemed necessary. • Try not to repeat remarks or points of view made by prior speakers and limit comments to the matter under consideration. • In order to maintain a comfortable environment for all those in attendance, the use of signs, clapping, cheering or booing or any other form of verbal or nonverbal communication is not allowed. The New Year should bring lots of interesting items for the ETC. We'll be seating four new members in the next few months and be tackling topics like Complete Streets and Active Transportation. For the month of January we have a very informative presentation by David Christianson from the office of Freight and commercial Vehicle Operations for the Minnesota Department of Transportation on Freight Rail in Edina and the Metro. He brings a wealth of knowledge from his 25 years of work with rail and commercial vehicle operations groups across the country. He has enjoyed seven years with the Metropolitan Council, as the regional government of the Twin Cities, managing contracted transit operations and freight planning. Mr. Christianson Dave joined MnDOT in 2008 as a transportation planning manager. The office's work includes several regional freight transportation plans, the Comprehensive Freight and Passenger Rail Plan (Dave is Project Manager for the State Rail Plan), statewide transportation investment policy, local freight planning guidance, and trucking support, services, and parking. From: Boyd Tate Traffic Safety Coordinator ® Action F1 Discussion 11 Information Date: December 21, 2010 Subject: Traffic Safety Report of December 1, 2010. ACTION REQUESTED: Review and approve Traffic Safety Staff Review of Wednesday, November 3, 2010. BACKGROUND: It is not anticipated that residents will be in attendance at the Council meeting regarding any of the attached issues. ATTACHMENTS: Traffic Safety Review for December 1, 2010. fit✓ 0A k t\, A Z F S TRAFFIC SAFETY STAFF REVIEW Wednesday, December 1, 2010 The staff review of traffic safety matters occurred on December 1, 2010. Staff present included the City Engineer, Assistant City Engineer, City Planner, outgoing Traffic Sergeant, incoming Traffic Sergeant, Traffic Safety Coordinator and Sign Coordinator. From that review, the recommendations below are provided. On each of the items, persons involved have been contacted and the staff recommendation has been discussed with them. They were also informed that if they disagree with the recommendation or have additional facts to present, they can be included on the December 21, 2010, Council Agenda. SECTION A: Requests on which staff recommends approval of request: 1. Request to post "No Parking" signs on South View Lane between the entrance and exit of the parking lot located between the Community Center and South View Middle School. This request comes from the staff of South View Middle School who is working with City staff to make changes in the area to make pedestrian traffic safer. The area in question has room for only three vehicles to park. School staff feels that eliminating parking in this area would improve the sight lines for vehicles exiting this parking lot. South View Lane is a "Collector" street with an average Monday- Friday traffic count of 4,403 and an 85th - percentile speed of 28.1 mph. There have been 4 reported accidents on South View Lane between Normandale Road and Concord Avenue from 2001 -2009 (3 property damage and 1 possible injury). Staff believes that eliminating street parking in this area would improve the sight line for vehicles using this lot. Staff feels that posting signs that read "No Parking/Standing/Waiting Anytime" would eliminate parents from waiting in this area when picking up children. Traffic Safety Staff Review Page 1 of 4 December 1, 2010 Staff recommends the approval of the request to post "No Parking/Standing/Waiting Anytime" signs in the area between the entrance /exit of the parlang lot located on South View Lane between the Community Center and South View Middle School. 2. Request to install temporary "No Parking" signs along both sides of Parklawn Avenue from Edinborough Way, west to the bridge crossing Centennial Lakes. This request comes from a resident on Coventry Lane who is concerned about all of the construction vehicles that are parking on the south side of Parklawn Avenue in the east bound driving lane. Requestor states that east bound drivers are turning the corner over the bridge only to find that the driving lane is blocked by parked vehicles. Requestor states that he has witnessed several near accidents in this area. A large construction project is taking place on the south west quadrant of York Avenue and Parklawn Avenue. This project is scheduled to be completed in the spring of 2011. The project manager states that at any given time there are between 100 -150 workers on site. Workers are parking on Edinborough Way and on the south side of Parklawn Avenue. City staff has seen vehicles parked on Parklawn Avenue from Edinborough Way to the bridge over Centennial Lakes. The curve in the roadway at this location makes it impossible for east bound traffic to see that the lane is closed ahead. Snow events could pose a real problem in this area. Staff feels that temporary no parking signs would alleviate the current hazard that now exists. Staff would like to have these temporary signs installed in a permanent fashion thus eliminating the constant need to change out the normal temporary signs throughout the rest of the winter. Staff recommends the approval of the installation of temporary "No Parking Anytime" signs (permanent type install) on both sides of Parklawn Avenue between Edinborough Way west to the bridge over Centennial Lakes. These signs would be removed when the project at 3451 Parklawn Avenue is completed 3. Request to install a "Yield" sign for east bound West 70' Street traffic at Xerxes Avenue and a "Stop" sign for south bound Xerxes Avenue traffic at West 75'1' Street (Edina side of Xerxes Avenue). These requests come from the City of Richfield who has completed a new residential traffic sign policy. The residential stop sign policy assigns Traffic Safety Staff Review Page 2 of 4 December 1, 2010 A :1--+ 1 l ► . A 1-4 a ( ,7 right of way to all intersections in town by creating sub- collectors. Their request would bring the area into compliance with the rest of the City. The Traffic Safety Committee reviewed and denied this request at the September 2010 meeting based on lack of vehicle volume warrants per the City of Edina Stop Sign and Yield Sign Policies. This section of Xerxes Avenue has fewer than 250 vehicles per day and no reported crashes. These volumes are substantially lower than the City of Edina warrants. On September 25, 2010, at its regular meeting, the City council requested that the Edina Transportation Commission (ETC) review the request. Jeff Pearson of the City of Richfield presented their rationale to the ETC at its November 18, 2010 meeting. He explained that the two signs are consistent with the City of Richfield's Stop Sign Policy and enhance the safety of the pedestrian/bicycling infrastructure along the newly reconstructed 75th Street corridor. The Traffic Safety Committee's recommendation based on the city of Edina policies for stop signs and yield signs, does not meet warrants at these locations. However, the Edina Transportation Commission (ETC) recommended approval of the "Yield" sign for east bound West 70 Street traffic at Xerxes Avenue and a "Stop" sign for south bound Xerxes Avenue traffic at West 75th Street (Edina side of Xerxes Avenue). Based on the ETC's approval to install the "Yield" sign for east bound West 74th Street traffic at Xerxes Avenue and the "Stop" sign for south bound Xerxes Avenue traffic at West 75th Street (Edina side of Xerxes Avenue) staff is recommending installing the signs. SECTION B: Requests on which staff recommends denial of request: Request for a "No Right Turn on Red" sign to be posted for north bound Metro Boulevard traffic at West 70th Street. This request comes from a City employee who witnessed a near accident at this location when an east bound vehicle nearly struck a north bound vehicle who was attempting to make a right turn off of Metro Boulevard into the child care center. North bound Metro Boulevard traffic has two driving lanes. East bound traffic on West 70th Street has three driving lanes (left turn only, left turn and through only, and a right turn only). A 5- c,47- 5 through only lane had the green light and was attempting to make a left turn and nearly struck the vehicle that was making a right turn on a red light off of Metro Boulevard into the child care center. Requestor feels that a "No Turn on Red" would eliminate this problem in the future. West 70th Street and Metro Boulevard are both "Collector" streets. Metro Boulevard has an average daily traffic count of 6,164 vehicles with an 85th- percentile speed of 34.6 mph. West 701h Street has an average daily traffic count of 9,049 vehicles with an 85th- percentile speed of 35.5 mph. There have been 15 traffic accidents at this intersection from 2001 -2009 (6 possible injury and 9 property damage). One accident (rear end) was caused by a vehicle making a right turn off of Metro Boulevard. The police report indicated that the contributing factors were: Following too closely and illegal or unsafe speed on the part of the striking vehicle. State statutes clearly state that any vehicle attempting a right turn on a red at a traffic light must come to a complete stop and yield to any cross traffic before attempting the turn. Staff feels that the existing state statute, if followed, will allow any driver to make a safe right turn on a red light. Staff recommends the denial of the request for a "No Right Turn on Red" sign for north bound Metro Boulevard traffic at West 70th Street because the current state statute regarding right turns at traffic signals clearly states the law regarding these turns. SECTION C: Requests that are deferred to a later date or referred to others. Request for a pedestrian crosswalk crossing Xerxes Avenue at W. 56th Street. [DAN PATCH COMMUTER RAIL LINE; PROHIBITIONS.] Subdivision 1. [DEFINITION.] For purposes of this section, "Dan Patch commuter rail line" means the commuter rail line between Northfield and Minneapolis identified in the metropolitan council's transit 2020 master plan as the Dan Patch line. Subd. 2. [METROPOLITAN COUNCIL; PROHIBITIONS.] The metropolitan council must not take any action or spend any money for study, planning, preliminary engineering, final design, or construction for the Dan Patch commuter rail line. The council must remove all references, other than references for historical purposes, to the Dan Patch commuter rail line from any future revisions to the council's transportation development guide and the council's regional transit master plan. Subd. 3. [COMMISSIONER OF TRANSPORTATION.] The commissioner of transportation must not expend any money for study, planning, preliminary engineering, final design, or construction for the Dan Patch commuter rail line. The commissioner must remove all references, other than references for historical purposes, to the Dan Patch commuter rail line from any future revisions to the state transportation plan and the commissioner's commuter rail system plan. Subd. 4. [REGIONAL RAIL AUTHORITIES.] No regional rail authority may expend any money for study, planning, preliminary engineering, final design, or construction for the Dan Patch commuter rail line. We support implementation of the approved City of Edina Comprehensive Bicycle Transportation Plan that serves all levels of bicyclists, connects key destinations including safe routes to schools, and integrates with the Twin Cities' regional bike network. Our vision is a progressive bicycle - friendly community where citizens can integrate cycling into their daily lives. Time & Location: The Bike Edina Task Force (BETF) meets monthly on the 2nd Thursday of each month at 8 p.m. in the Mayor's Conference Room at Edina City Hall. Nine Mile Creek Regional Trail -- recent news and upcoming Council meeting a. Alice Hulbert offered a reminder about the December 7th meeting. b. Reminder to review the BETF recommendations for a creek -based alignment. 5. ETC Update a. Jennifer Janovy would like to be re- appointed to Chairperson of the Edina Transportation Commission (ETC). Favorable comments were made regarding Jennifer's leadership and service so far. b. The BETF made a motion to support Jennifer's re- appointment. All voted in favor. 6. Bike Share Locations, Edina & area a. Bill Dossett, Executive Director of Nice Ride Minnesota delivered a presentation link . b. Top choices, previously submitted to Nice Ride MN on behalf of BETF and Mayor Hovland, include 44th and France and 50th and France. Other ideas were submitted also including Southdale, libraries, Centennial Lakes area, and others. This message was sent September 9th, 2010. c. The BETF made a motion to support expansion into Edina, including the preparation of a formal letter of support to the Nice Ride MN program. All voted in favor. d. Kirk Johnson will prepare that and seek to send it on behalf of BETF, the City Manager, and City Mayor. e. Kirk Johnson volunteered to contact the 44th & France association for business and also the 50th & France Business Association and find the right people for Bill Dossett's connections. Bylaw updates a. Carl Follstad summarized updates to the Bylaws, including definitions of at -large membership, new positions, and other updates. b. Carl Follstad will send any revision and solicit any further comments and suggestions from the BETF with the goal to have all feedback received by January 27th, 2011. The final version will be available prior to our next meeting. 5. Tour de Edina a. Mary Brindle delivered a presentation (link) for the 2011 event at our November meeting. Volunteers from the group included Carl Gulbronson, Amanda Simons, and Andrew Heyer. b. Kirk Johnson met with Scott Neal (new City Manager and BETF Liaison to the City) in November 2010, and Scott offered general support and would consider some staff time to assist with the event after seeing a proposal for something more specific. c. Mary Brindle will attend Edina Morningside Rotary board meeting on January 18th. Kirk Johnson suggested to Mary that the volunteers above could be matched with volunteers from the Rotary to form a committee to plan the event and lead the first rollout. d. Kirk Johnson volunteered from the BETF to take lead on date selection for the purpose of coordinating with any other bicycle events; also Kirk can initiate a meeting with Scott Neal after an event proposal is prepared by the committee. 6. ETC (Edina Transportation Commission) Update a. Jennifer Janovy commented that the 44th Street reconstruction project is in review. b. Discussed briefly the Phase 1 project for bicycle improvements. Kirl< Johnson condensed news from Wayne Houle, City Engineering Director that was sent to the Transit for Livable Communities on November 17th. That information includes the following and is being led by the City of Edina: i. Memorandum of Understanding (MOU) planned to be done in January. ii. Public process / public hearing done in February / March. iii. Noted that the West 70th Street project was also delayed until 2011 which is the southerly destination for the project. West 70th Street does include bike lanes with the design. c. ETC Appointments will be finalized in March 2011. The candidates appear to be very high quality in terms of related experience and interest in multiple modes of transportation. 7. Bike Rodeo 2011 a. Date: Saturday, April 30th b. Leader: Rob Erickson c. Volunteers: We need everyone! Rob will make confirmations for your ability to setup, lead events, and /or shut down for this event, similar to last year. Rain or shine! Core event hours will be 10 to noon. d. The bike rodeo offers hands -on instruction, testing, and fun for kids and their families. 8. Bike Share Locations, Edina & area a. In November, Bill Dossett, Executive Director of Nice Ride Minnesota delivered a presentation ffiaU to the BETF that Mayor Hovland and Mary Brindle attended. b. Top choices, previously submitted to Nice Ride MN on behalf of BETF and Mayor Hovland, include 44th and France and 50th and France. Kirk Johnson has drafted a letter for support which will be submitted to the City of Edina regarding this project and it is currently under review by Bill Dossett. c. Kirk Johnson has sent introductions for these contacts so that Bill Dossett and these leaders can meet to explore next steps for the Phase 2 expansion, ideally resulting in two new kiosks in Edina: i. 50th and France: Julie D. Boehm ii. 44th and France /Linden Hills Co -op: Luke Schell 9. Other news /discussion a. BETF Membership: i. Richard Griffith resigned and was thanked for his service of 3 years with the BETF. ii. Kirk Johnson has reached out to the BETF and BETF at large members asking for interest for 3 additional members to reach our maximum membership of 15 members. Noted that additional female members are especially sought to keep our balance of representation across bicycle interests, residence locations, and male /female mix. 3 b. February meeting will likely focus on roles and leadership positions as noted in our Bylaws and action plan for the Bicycle Friendly Community. i. Brad Scheppi has expressed interest in leading bicycle parking and changing facilities as part of the engineering and encouragement aspect of the plan ii. Sally Dunn expressed interest in complete streets and particularly connections with other communities regarding this topic such as county and state level. c. Work Session: Scott Neal is helping to arrange for a yearly work session with City Council and staff; Kirk Johnson suggested to Scott for this being scheduled after the ETC appointments are completed as noted above.
