Approval of Meeting Agenda Motion made by Commissioner Franzen and seconded by Commissioner Schold Davis to approve the agenda. All voted aye. Motion carried. IV. Adoption of Consent Agenda Item W.B., Traffic Safety Report of May 4, 2011 was pulled from the consent agenda. A. Approval of Minutes -- Regular Meeting of April 21, 2011 The following changes were made to the minutes: Item 11, 1St sentence: delete "...serves a term of 2 years," and insert ".Js eligible to serve two 1 -year terms..." 2nd sentence — delete "...also leads..." and insert "...may also lead..." New 4th para, insert "After closure of the nominations, the Commission took a voice vote and voted to appoint Chair Janovy as Chair and Commissioner Franzen as vice - chair. All voted aye." Page 4, very top, first para, 2nd sentence from top "should look like." 2nd para, 2nd sentence insert "...able to persuade the neighborhood to defeat..." Page 5, Item XI I, Commission Comments: Delete ".Js hosting a..." and insert "...offered to pay for an attendee to the..." Also delete "...and is paying for one member of the ETC to attend. Commissioner Franzen volunteered to attend." Commissioner Schold Davis motioned to approve the corrected minutes and the motion was seconded by Commissioner Thompson. All voted aye. Motion carried. B. Traffic Safety Report of May 2, 2011 Section C, item 1, request for an all -way (4 -way) stop at the intersection of Tifton Drive and Everett Place. Assistant City Engineer Sullivan said Commissioner Nelson said via email that he anticipates the findings will not warrant a stop sign because this is not a cut -thru area and the grade changes enough to slow drivers. V. Community Comment Chair Janovy said with the new agenda format, the public on specific agenda items. they will be taking comments from members of VI. REPORTS /RECOMMENDATIONS A. Living Streets Resolution Update Mr. Sullivan said the Council is in favor of the ETC starting the process of developing a Living Streets policy. Moving forward, Mr. Sullivan said funding for the process willl need to be considered. North St. Paul spent $200,000 on their Living Streets process, which involved a fair amount of public input. The Grandview Small Area Study is expected to cost approximately $100,000. He said the State Health Improvement Program (SHIP), administered by Bloomington Public Health Department, has a $15,000 grant set aside for Edina that could be allocated as seed money to start the process; however, it expires in approximately one month. Mr. Sullivan said they need to create a scope to get the money but considering the limited timeframe it does not need to be elaborate. Commissioner Bass said the funding was set aside for policy development in Edina, awaiting the right opportunity. Mr. Sullivan said some of the state's requirements on what the money can be used for are developing a policy framework, paying consultants, and staff time. Discussion ensued as follow: • Staff or a traffic engineer graduate student working on this. • Establish a sub - committee or committee of the whole to work on this (would not count towards attendance) • Hiring a consultant as a facilitator. • Staff would explore what other communities have done and write an RFP for a consultant. • Nine Mile Creek Watershed District was intrigued with the idea of what No. St. Paul did. • The ETC would need to set goals. • No. St. Paul has their Comp Plan incorporated with the Living Streets Policy. • Living Streets document would fit with the city's Comp Plan, be more readily available and useable and serve as public education and include a street that would serve as standard or model. • Should not become an appendix to the Comp Plan; make it an active plan. • W. 70th Street may be an example of what a Living Streets should be when construction is completed. Mr. Sullivan said the immediate next step is to secure the funding from Bloomington, followed by establishing a framework. Commissioner Bonneville challenged everyone to bring a list of goals, scope items, and standards for discussion at the June meeting. B. Transportation Commission Ordinance Update Mr. Sullivan said the proposed ordinance update was presented to the Council, along with a memo from Director Houle outlining his concerns and seeking clarification on some of the language in the purpose and duties regarding timeline implication. Additionally, CM Sprague rewrote the purpose and duties and there is a follow -up memo from Director Houle regarding items 3 and 7 of the original proposed ordinance. Review of CM Sprague's revisions: • Items 2 and 3 2 Chair Janovy said CM Sprague took items 2 and 3 from the April 21 draft and inserted "plans and recommendations" and combined 2 and 3. After discussion, the consensus was that CM Sprague's revision was acceptable, and to address Director Houle's concern, the Engineering process would not be delayed or interrupted. The intent is to have an opportunity to review and offer recommendation before a road reconstruction /improvement goes to Council for final approval. A concern raised was having the ability to offer recommendations but not being able to truly effect changes because of the timeline. Mr. Sullivan said he anticipates presenting preliminary plans to the ETC sometime in November - December, which is approximately two months into the planning phase. Mr. Sullivan said further that staff's concern was interpretation of the ordinance and while the current ETC can reassure of their intent, intent could be interpreted differently in a few years. It was determined that procedural documents could be written to alleviate the concerns. Regarding Director Houle's concern on "Past projects have not included traffic counts..," Mr. Sullivan said requests for traffic counts have increased on many projects and the feeling is that the ETC will ask about stop signs, etc. and traffic counts become necessary to determine warrants. Mr. Sullivan said in some instances, through engineering knowledge and judgment, they can surmise that warrants will not be met and therefore no need to count; however, engineering knowledge and judgment could be overlooked. Chair Janovy said it is the Council that is requesting the data, as in the case of 58th and Chowen Avenue. • Item 4 No change. • Item 5 Revision is acceptable. • Item 6 No change. • Item 7 Chair Janovy said CM Sprague is saying that the TSC report should go to the ETC before going to the Council and CM Brindle expressed concern that the process for the Council approving regulatory signs would be delayed. After discussion, consensus was reached to reword as 'Review and comment on citizens' transportation concerns, traffic complaint reports, and data.' Regarding staff's suggested process, as stated in the memo from Director Houle, chair Janovy said it is different from what the ETC has discussed and would probably be more time consuming for staff. Commissioner Bonneville motioned to accept CM Sprague's revision with modifications to item 7 to say `Review and comment on citizens' transportation concerns, traffic complaint reports, and data' and the motion was seconded by Commissioner Schold Davis. All voted aye. Motion carried. C. Safe Routes to School Application Mr. Sullivan said the National Safe Routes to School conference is scheduled for 8/16 -18 at the Minneapolis Convention Center, and the Bloomington /Edina /Richfield State Initiative 3 Program (SHIP) is sponsoring members from the BETF and ETC to attend. Commissioner Bass said she will be there as one of the lead organizers for Blue Cross /Blue Shield. Additionally, Mr. Sullivan said the state has appropriated $4.2 million for Safe Routes to School funding and applications are due mid -June. He said they are working to identify preferred sites in the community with the help of one BETF member, chair Janovy, two school district staff and engineering staff, and in their first meeting, Southview, Cornelia, and Creek Valley/Valley View campuses were identified as preferred sites for infrastructure improvements (high schools are not eligible). Improvements can be sidewalks, road realignment, pedestrian activated crossing signals, roundabouts etc. Meeting participants were asked to drive the preferred sites to see what improvements they feel is needed and as part of the application process, the site that receives the highest score would be improved. Mr. Sullivan encouraged the ETC to visit the sites also and provide feedback. He said award could be approximately $200,000. Commissioner Bass said as part of the criteria she would be looking for potential for impact to change behaviors, level of support, encouragement and education. D. France Avenue Study Mr. Sullivan said CM Sprague asked that the ETC look at France Avenue from TH -494 to crosstown. Handouts given to the ETC for this discussion included: 1. Local Traffic Task Force Findings and Recommendations, May 2003 2. Greater Southdale Area Final Land Use and Transportation Study Report, Dec 2005 3. France Avenue Corridor Study, Apr 2009 4. Federal Transportation Enhancement Funding - 72nd Street Pedestrian Bridge, Jul 2007. Discussion ensued about the 72nd Street Bridge. Mr. Sullivan said the first reference of the bridge is in the Greater Southdale Study and it was looked at more in -depth with the Promenade. He said federal funding for the bridge has a sunset date of March 31, 2012, and that the City is moving forward with Request for Qualification (RFQ) for a consultant by mid - June. He said required matching funds would come from the TIF district. During discussion the following were shared: the bridge is not in the right location; TIF money can be better spent; there is advantage to the bridge and retrofitting with the roadway; the studies on France Avenue are not connected; do not know enough to make informed decision; inadequate data; trail to the south does not connect; and overbuilding and not serving society. Chair Janovy said since Council has formally asked them to look at France Avenue they will need more information including answers to: Can the scope of the project (bridge over France Avenue that received federal funding) be changed? Can this money be redirected? Did the context sensitive design process take place in 2008 or 2009? E. Bike Edina Task Force Study None. F. Grandview Small Area Study Update Commissioner Nelson reported the following via email: Meeting held May 12, 7 -9 p.m. at Edina Senior Center. The four workgroups updated the group as to their work to date, then a visioning exercise was held for small groups to consider a) what do we want in the District ?, b) is it consistent with the Guiding Principles ?, c) what do we need to make it happen? The four workgroups focus around the areas of: 1) Community Needs and Public Realm; 2) Market Analysis and Finance; 3) Land Use and Community Design; 4) Transportation. The Community Needs group held an open house for the community to provide input on May 10th at the Edina Library. The Market Analysis group is looking to do some housing studies and considering the potential development of a new TIF district. NOTE: the Southdale Area TIF District has approximately $12 million with another $12 million to come in the next 4 years - this money is required to stay in the TIF district and will be used to make improvements to the area. The Land Use / Community Design discussed a few projects that have made a significant impact in the regions completed. The Chicago Millennium Park project covered a large area of parking and train tracks with green /park space for the community. A publication of early Minneapolis planning was shared with plans to center Minneapolis around the river - those plans were never followed and the City is still working to make the river a focus of the City even today. One of the committee members attended a St. Louis Park meeting regarding the freight rail issue that City is dealing with and reported that 42 homes are being proposed to be demolished with one of the concept plans. The Transportation group has identified several issues w.r.t. transportation and will guide discussion around the area of (1) access to and through the area; (2) future light rail potential and /or access to the proposed SW Transistway line via the existing rail with bus or rail service; (3) biking and walking improvements; (4) reconfiguration of Hwy 100 ramps; (5) automobile traffic; (6) circulator vehicle potential. The visioning exercise provided several interesting concepts and ideas for the area. Commissioner Bonneville was also in attendance and may provide additional comments on this meeting. The future workgroup sessions are set for the 3rd Thursday of the next 4 months (6/16; 7/21; 8/18; 9/15) a concern was raised as to the conflict that Mr. Bonneville and I will have with the ETC meetings held on the same evening. VII. CORRESPONDENCE AND PETITIONS None. VIII. CHAIR AND COMMISSION MEMBER COMMENTS Commissioner Bass said they had their first bike /walk to school at Creek Valley on May 5 and 74% participated. IX. STAFF COMMENTS Reminder to contact Mr. Sullivan if interested in attending the Safe Routes to School conference. X. One of those amendments was 1509.03.G "Review and comment on citizen transportation concerns, traffic complaint reports, and data. The Traffic Safety Reports will now be submitted to the Transportation Commission for review and comment prior to submittal to the Council for approval. An overview of the comments supplied by the Transportation Commission will be included in the staff report provided to Council. G:\Engineering \Lifrastructure \Streets \Traffic \Transportation Commission\ Agendas\ 2011R M20110616_Item.IV.B_Traffic Safety Report.docx TRAFFIC SAFETY STAFF REVIEW Wednesday, June 1, 2011 The staff review of traffic safety matters occurred on June 1, 2011. Staff present included the City Engineer, Assistant City Engineer, Police Traffic Supervisor and Traffic Safety Coordinator. From that review, the recommendations below are provided. On each of the items, persons involved have been contacted and the staff recommendation has been discussed with them. They were also informed that if they disagree with the recommendation or have additional facts to present, they can be included on the June 21, 2011, Council Agenda. SECTION A: Requests on which staff recommends approval of request: 1. A request for either a stop sign or yield sign at the intersection of Oaklawn Avenue and Gilford Drive to better determine the right -of -way. Requestor is a resident of the area who has had several near -miss accidents at this uncontrolled intersection. Oaklawn Ave is a 30 -foot wide City street with curb, gutter and no sidewalks. It has an average daily traffic count of 1785 vehicles with an 85th- percentile speed of 34.6 mph. Gilford Drive is also a 30 -foot wide City street with curb, gutter and no sidewalks. This is a 3 -leg (T) intersection. There have been no accidents reported from 2001 -2009. East bound Gilford traffic ends at Oaklawn Avenue and must turn north or south. Oaklawn Avenue, to the south of Gilford Drive, is a no outlet cul- de -sac. There are no sight line issues here. Warrants would not be met for a stop sign at this location. However, staff feels that a "Yield" sign for east bound Gilford Drive traffic would better define the right -of -way making this a safer intersection. Staff recommends the approval for a "Yield" sign at the above intersection for east bound Gilford Drive traffic to better define the right -of -way for motorists. Traffic Safety Staff Review Page 1 of 5 June 1, 2011 2. RE- VISIT: Request to restrict parking to one side of the street only on West 591h Street between Kellogg Avenue and Oaklawn Avenues. Staff brought this request to the Council on April 19, 2011 because the width of West 59th Street at this location is only 18 -feet. Vehicles parked on both sides of the street would not allow emergency vehicles to navigate this block. Staff at that time had recommended that the south side of the street be posted "No Parking Anytime." Staff recommended the south side be posted because more vehicles could be parked along the north side. There are four homes on this block that would be affected by this parking restriction. This request was approved by the City Council at the April 19, 2011 meeting. Since approval, some residents have contacted staff requesting the north side be signed for "No Parking Anytime ". Staff sent questionairies to the 4 effected properties asking which side to ban parking. Two properties indicated the north side, one indicated the south side and the fourth was inconclusive. Staff is now recommending that the "No Parking Anytime" restriction be placed on the north side of West 59th Street, rather than the south side, for the above stated reason. SECTION B: Requests on which staff recommends denial of request: 1. Request for a "Slow, Children at Play" sign on Evanswood Lane west of Blake Road. This request comes from a resident on Evanswood Lane who is concerned with the speed of traffic turning off of Blake Road onto Evanswood Lane. Requestor states that there are many small children on Evanswood Lane and is concerned for their safety. Evanswood Lane, a no- outlet cul -de -sac, is a 28 -foot wide city street with curb, gutter and no sidewalks. There has been one property damage accident reported at the intersection of Blake Road and Evanswood Lane from 2001 -2009. Staff is no longer putting up this type of advisory sign. Staff recommends the denial of the request for a "Slow, Children at Play" sign on Evanswood Lane iust west of Blake Road as a result of past practices. Traffic Safety Staff Review Page 2 of 5 June 1, 2011 2. Request to install stop signs at various intersections on Valley View Road between Gleason Road and McCauley Trail South. Requestor is a resident on Valley View Road who is concerned with both the volume and speed of traffic. There are no stop signs for Valley View Road traffic from Gleason Road to the west City limits. Requestor feels a few added stop signs along Valley View Road would slow traffic down making it safer for pedestrians and bicycle riders. All intersecting streets along this section of Valley View Road have stop signs. Valley View Road west of Gleason Road is a state aid "Collector" street with an average daily traffic count of 2,117 with an 851h- percentil speed of 34.6 mph (2009 data). Speed limit signs are posted in both directions on this leg of Valley View Road. Staff is supporting sidewalks along this stretch of roadway. This request does not meet stop sign warrants for either the Minnesota Manual of Uniform Traffic Control Devices or the Edina stop sign policy. Warrants clearly state, "Residential stop signs shall not be installed in an attempt to control speed. Residential stop signs shall not be installed in an attempt to control volume." Staff recommends the denial of the request to add stop signs along Valley View Road between Gleason Road and McCauley Trail South for lack of warrants. 3. Request for "In- Street Pedestrian Crossing" signs to be installed on West 66th Street at either Southcrest Drive, West Shore Drive or Brittany Road. This request comes from a resident on Southcrest Drive who states that the added traffic on West 601' generated by the West 701h Street detour is making it impossible for pedestrians to cross West 66th Street at the locations listed. She is concerned that a pedestrian may be hit if something is not done. She wants pedestrian crossing signs placed in the middle of the roadway at one or more of these three locations. Twelve traffic studies have been conducted since the West 701h Street detour began. Four studies along West 66th Street and the rest on the neighborhood streets to the south. Studies along West 66th street indicate that an additional 4,500 vehicles are now using West 66th Street. The average Mon. -Fri. daily traffic count is now 9,823 with an 85th- percentile speed of 33.5 mph. Studies indicate that while the traffic volume has increased, the speed has not. Police enforcement has been increased along this area since the West 70th Street detour began. Traffic Safety Staff Review Page 3 of 5 June 1, 2011 The City Sign Coordinator states that the intersections of Cornelia Drive, West Shore Drive, Southcrest Drive and Brittany Road are too narrow for mid - street signs. These signs have been placed at these locations in the past and were constantly hit by garbage trucks and busses causing extensive damage to the signs. (Signs cost around $550.00 each). Staff would therefore recommend denial of this request. However, staff is studying the possibility of placing temporary crosswalks along West 66th Street with pedestrian crossing signs posted on the sides of the roadway with similar wordin� advising motorists that they must yield to pedestrians crossing West 66t Street. Staff recommends the denial of the request for "In- Street Pedestrian Crossing" signs for safety reasons, but would recommend approving the installation of temporary crosswalks and advisory signs on the sides of the roadway. Exact areas to be determined. SECTION C: Requests that are deferred to a later date or referred to others. 1. Request for an all -way stop at the intersection of Valley View Road and Tracy Avenue (north of Highway 62). Requestor states it's impossible to make a left turn off of Valley View Road onto Tracy Avenue during peak driving hours. A study of this intersection is pending. 2. Request for an all -way stop at the intersection of Fuller Street and Drew Avenue. A traffic study will be conducted. SECTION D: Other traffic safety issues handled. 1. Clear view issue on the south west corner of West 42"d Street and Grimes Avenue. This was handled by the Edina Police Department who state that the area in question is within guidelines. 2. Complaint about non - residents parking on Coventry Lane, Coventry Court and Coventry Place (private roads) while using the park. Caller was referred to his building association. Parking regulations were explained and the resident was advised to call EPD if cars are illegally parked. 4. Call from a resident on Dunberry Lane stating that the street name sign was missing (W. 691h Street/Brittany Road /Dunberry Lane). Sign was put UP. 5. Call from a resident on Lake Ridge Road regarding the speed of vehicles on Blake Road. Discussed traffic volume and speed of Blake Road traffic with resident. 6. Call from a resident on West 66th Street concerning the added volume of vehicles due to the closing of West 70th Street. See SECTION B -3. 7. Call from a resident on Belvidere Lane regarding the added traffic due to the closing of West 701h Street. Advised. Section 1509 of the Edina City Code is amended to provide as follows: Section 1509 - Transportation Commission 1509.01 Policy and Establishment. The Edina Transportation Commission is established to help guide the City in implementing its vision for an integrated, multi -modal local transportation system as stated in the Ci . 's Comprehensive Plan. The system will provide safe and efficient transportation options for all users (motorists, transit riders, bicyclists, and pedestrians of all ages and abilities) in a way promotes the economic, environmental, social, and personal vitality of the City and its residents. The project received $250,000 for construction of the improvements. The bike boulevard project will start along West 54th Street, east of France Avenue, proceed west to Wooddale Avenue, then south to Valley View Road, then continuing south on Valley View Road through the TH 62 interchange to West 70th Street. We understand that the project will deviate somewhat from the initial proposal submitted by the City of Edina to Bike Walk Twin Cities. Based on our discussions with the City and our evaluation of the project area, we anticipate that several of the roadway segments may deviate further from the original funding application. The following is a summary of our understanding of the original project funding application, the City's stated desire for each of the corridors, our initial concerns, reactions, and recommendations for the corridors. W 54th Street (Drew Avenue to Zenith Avenue) The original funding application designated this roadway segment for a shared lane configuration. Based on our initial review of the roadway, we agree that this is the most appropriate option for this portion of the route. A "shared lane" within the low- volume residential context of this roadway would probably utilize "bicycle boulevard" design strategies. We also believe there is a potential to extend this treatment one block to the west, to just west of Ewing Avenue. W 54th Street ( Wooddale Avenue to Drew Avenue) The original funding application designated this segment for bicycle lanes, which would require removing parking from both sides of the roadway. Based on our initial assessment of the corridor, we identified several concerns that may suggest that the study consider several different options for this segment. Our initial concerns are as follows: Pavement Quality - the roadway surface is generally in poor condition with patching and cracking. Our initial impression was that pavement quality was poorest near the roadway edges where the bike lanes would be located. Our concern is that if the bike lane is located on the portion of the roadway with the worst pavement quality, cyclists may be reluctant to use the lanes or it may give residents an unfavorable opinion of the City's commitment to providing high - quality bicycle accommodations. ® Roadway Width -the study will need to determine if there is sufficient roadway width at all points along the corridor to implement bike lanes. In particular, the bridge width will need to be verified during the preliminary design phase of the project. Scope of Services Page 1 Based on our initial evaluation of this roadway section, we recommend that in addition to bicycle lanes, the City also consider the possibility of a shared lane concept, either using "bicycle boulevard" design strategies or "sharrows" in conjunction with "Bikes may use full lane" signage. The original funding application also indicated that bicycle sensors would be installed at the intersection of 54th Street and France Avenue. We recommend that the City consider both embedded loop detectors as well as video detection methods. Wooddale Avenue (50th Street to Valley View Road) The original funding application designates this segment for bicycle lanes, which would require removing parking from the east side of the roadway (there is no parking on the west side). However, the City has indicated that removing parking from this corridor is not a feasible option at this time, so a shared lane configuration is preferred. Based on our initial evaluation of the corridor, we agree that a shared lane configuration is an appropriate treatment for the corridor. We envision a design utilizing "sharrows" and "bikes may use full lane" signage. Valley View Road ( Wooddale to TH -62) The original funding application designates this segment for shared lane configuration, and we agree that this is an appropriate treatment for the corridor. We envision a design utilizing "sharrows" and "bikes may use full lane" signage. Valley View Road (TH -62 to 69th Street) The original finding application designates this segment for bike lanes. The funding application indicated that all existing traffic lanes would be retained, and that the space for bicycle lanes would be created through narrowing the traffic lanes. WSB will verify the feasibility of narrowing the traffic lanes to add bicycle lanes during the Preliminary Design phase by developing roadway cross sections and intersection layouts. The City has acknowledged that the free -right turns along the corridor pose somewhat of a problem. Based on our initial review, we are anticipating that there will be issues relating to the free -right turn lanes at two locations: • Eastbound right turn from the TH -62 off ramp onto southbound Valley View Road • Westbound right turn from W 66th Street onto northbound Valley View Road In both of these locations, implementing bicycle lanes while retaining all existing travel lanes would result in bi- directional weaving sections across the bike lanes. As we discussed with the City, it may be possible to reconfigure the free -right turn lanes to minimize the weaving. However this strategy is likely to result in construction costs that exceed the available $250,000 budget. In addition, if any modifications to the TH -62 ramps are proposed, Mn/DOT will require a traffic impact study to demonstrate that the proposed modifications will not negatively impact TH -62 traffic flow. Based on these concerns, we recommend that the City also consider the following options on this segment of Valley View Road: C Shared lane configuration with "sharrows" and "bikes may use full lane" signage Scope of Services Page 2 • Lane reconfigurations resulting in fewer through lanes along the corridor. Based on traffic counts completed by WSB in 2007, it is believed that this section of Valley View road has excess capacity relative to existing demand. In particular, a 3 -lane configuration could be feasible between 66th Street and 69th Street. Valley Vew Road (69th Street to 70th Street) The original funding application designates this segment for bike lanes. Based on our initial assessment of the segment, we agree that bike lanes could be appropriate for this segment, assuming sufficient roadway width. However, the roundabout currently under construction at the intersection of 70th Street and Valley View Road presents a challenge for bike lanes. Current best practices relating to bikes at roundabouts include providing ramps from the bike lanes onto the sidewalk for cyclists who don't want to cycle through the roundabout. Ramps and sidewalks are not currently included in the construction plans for the roundabout. While this does not preclude the use of bike lanes on this segment, we recommend also considering a shared lane configuration using "sharrows" and "bikes may use full lane" signage, especially if it is determined that bike lanes are not feasible on Valley View Road north of 69th Street. Based on these concerns we are proposing that a preliminary design task be included to review and analyze the potential alternatives for segment and to discuss and receive approval from TLC and MnDOT State Aid on any deviation from the funding approval. The following Scope of Work outlines the tasks required to complete the preliminary design, environmental documents, final design and bidding for an anticipated summer of 2011 construction. Following the Scope of Work a summary of the Estimated Fee and an anticipated Project Schedule is included. Scope of Services Page 3 SCOPE OF WORK Task 1— Project Management This task will include the day -to -day management of the project including all correspondence with City of Edina staff, preparation of monthly progress reports, and invoices. In addition, this task will include meeting with City staff to review the progress of the project and discuss any issues associated with the project through the design and bidding phases. The result of this task will be the preparation of base mapping suitable for preparation of construction documents. Once a preferred alternative has been determined for the corridor a plan will be prepared in enough detail to present to TLC, MnDOT State Aid and the public. The preliminary design task will also provide enough data to complete and submit the project environmental documentation (Project Memorandum). Nroiect Area Map Preliminary Bike Boulevard Study February 9, 2009 HISTORY: This project was initiated by communications with the Transit for Livable Communities. The City of Edina has submitted two prior applications that included first phase routes through the City. These routes extend the walk- ability and bike- ability of Minneapolis and Edina. This study includes aspects from those prior proposals. EXISTING CONDITIONS CHALLENGES: The existing geometric roadway data for these corridors are shown on the attached Bike Boulevard Analysis. Staff analyzed the corridor to incorporate bike lanes. All of the corridors except West 541" Street east of France Avenue are designated Municipal State Aid (MSA) roadways, These corridors were analyzed using standards set by the Minnesota Department of Transportation for both their Municipal State Aid standards and the Bikeway Facility Design Manual. The two major challenges identified through this analysis are: 1. The MSA standards limit the use of bike lanes along these roadways (see attached Bike Boulevard Analysis.) The MNDOT Bikeway Facility Design Manual increases the use of bike lanes along these corridors, see attached Bike Boulevard Analysis. 2. Current on- street parking would need to be removed from West 54`" Street (currently has both sides of parking) and Wooddale Avenue (currently only one side of parking). Striping of these areas will be accomplished with a higher technology striping that will groove the pavement prior to placing the marking material. This enables the pavement marking to last longer since it is below the pavement surface (See attached information on this pavement marking system.) The bicyclist chevrons and markings will be completed with the Duraprint technology. This technology imprints the decal into the pavement. Crosswalk markings using this technology in the City have lasted more than 6- years, The kiosks will be designed to match other kiosks within the Minneapolis system. FUNDING: Any MSA funding will require variances as required by Minnesota Rules Chapter 8820. We understand that the TLC has an agreement with the Minnesota Department of Transportation - State Aid for Local Transportation Division that any variances required will be given as administrative variances and will not follow the normal MSA process. Therefore, we anticipate that 100% of this project will be funded through the Non - motorized Pilot Program as administered through the Transit for Livable Communities. PROJECT SCHEDULE: We anticipate that this project can be completed during the summer of 2009 if the federal review process does not take more than 3 months. FEASIBILITY: A public discussion still needs to take place regarding the loss of parking along Wooddale Avenue and along West 54th Street. However, the City recently removed parking from Interlachen Boulevard / Blake Road from Vernon Avenue to the City limits; approximate length of 1.5 miles in order to accommodate bike lanes. The project is feasible if the MNDOT Bikeway Facility Design Manual standards are utilized. Bike rack grant program: Brad Schaeppi reported that funds are available to Edina for the purchase of 40 -60 bike racks. Placement of the racks is the issue. Concrete pads my need to be poured, but the funds don't cover that, although the Communication Fund may be able to provide some funds. Likely spots for the racks are 44th & France, 50th & France, near Jerry's Foods and the Public Works Building. Wayne Houle will assign an intern to develop a map. The application is due at the end of May (post- meeting note: It is our understanding that this was submitted on time -- thank you Engineering staff and Brad for your work!). Installation will be in October. 3. Edina Transportation Commission News: (Jennifer Janovy): Jennifer reported on the design for the pedestrian bridge on 72nd Street, which would be a diagonal bridge from 72nd to south of the HOM store lot across France. The City Council referred decisions about the bridge to the ETC. Funds may be available through Hennepin County and some Federal stimulus funds. Discussion about whether pedestrians would actually use such a bridge or just cross the street; reaction of property owners to assessments and traffic volume. 4. BETF organizational structure: Discussion occurred of whether this task force should have some sort of legal structure such as incorporation, being a Board, commission, committee or report directly to the Mayor. Alice and Jennifer will prepare a draft for discussion at the June 7 Council meeting. 5. Upcoming events review (Kirk, all) a. Bike to Work Day: Edina to Minneapolis, June 9th, 6:35 a.m. at Lunds /Starbucks near 50th and France (Kirk Johnson). Spread the word! The principal office of the Edina Transportation Commission ( "Commission ") shall be Edina City Hall, 4801 West 50th Street, Edina, MN 55424. Section 2: Purpose and Duties I. The Commission shall be subject to all applicable provisions of Edina General Municipal Code ( "City Code "), including but not limited to Sections 1500 and 1509. Section 3: Advisory Role I. The Commission is advisory to the City Council ( "Council ") and shall communicate to the Council a record of its official activities and advice on matters related to the purpose for which the Commission was established. The Council shall make the final determination on any matter about which the Commission has communicated its advice. II. The Commission shall establish procedures for communicating its official activities and advice to the Council. Such procedures shall be approved by a majority of voting members and shall be attached to these Bylaws. Section 4: Bylaws I. These Bylaws are established pursuant to City Code, Subsection 1500.06.A and shall govern activities of the Commission. In the event of conflict between these Bylaws and City Code, City Code shall take precedence. II. These Bylaws may be amended by an affirmative vote of a 2/3 majority of voting members at any meeting of the Commission called for that purpose, provided the substance of the proposed amendment has been submitted in writing to members at least ten days prior to such meeting. III. The Commission shall review these Bylaws following any change to applicable City Code and shall otherwise review these Bylaws annually. 1- 6/6/11 Section 5: policies L& procedures I. The Commission shall be guided by those policies and procedural documents applicable to the Commission and /or City advisory boards and commissions in general. The Commission shall consist of nine regular and two student members appointed by the Council (pursuant to City Code, Subsection 1500.03), or that number of members currently seated and in good standing. II. Roster. Members shall provide a home address and a personal telephone number and /or email address to be included on a member roster. This roster shall be distributed to all members and shall be available to the public upon request. III. Voluntary resignation. A member may resign from the Commission for any reason by communicating his /her resignation in writing to City Hall, pursuant to City Code, Subsection 1500.04.C. IV. Automatic resignation. A member who discontinues legal residence in the City shall be deemed to have resigned from the Commission, pursuant to City Code, Subsection 1500.03.A. A member who fails to meet the attendance requirement shall be deemed to have resigned from the Commission, pursuant to City Code, Subsection 1500.09.6. V. Removal. A member may be removed by majority vote of the Council, pursuant to City Code, Subsection 1500.04.C. Section 7: Attendance I. Meetings at which attendance is required. Attendance is required at all regular meetings of the Commission and joint work sessions with the City Council. Members shall miss no more than two consecutive meetings and shall attend at least 75% of required meetings during a calendar year. II. Notification of absence. Any member who is not able to attend a meeting at which attendance is required shall notify the staff liaison of his /her intended absence by no later than 4:30 p.m. on the day of the meeting. 2-6/6/11 III. Meetings at which attendance is not required. Attendance is not required at special meetings, pursuant to City Code, Subsection 1500.09.C(1). Section 8: Regular Meetings I. Regular meetings. Regular meetings of the Commission shall be held on the third Thursday of each month, starting at 6:00 p.m., at Edina City Hall. II. Open meetings. All meetings shall be held in accordance with the MN Open Meeting Law (MN Statutes Chapter 13D). III. Rules of order. The rules of parliamentary procedure comprised in the latest edition of Robert's Revised Rules of Order shall govern the Commission in its actions except where they are in conflict with these Bylaws. In the event of conflict, these Bylaws shall take precedence. Rules may be amended at any meeting !for that meeting by a majority vote. IV. Voting and nonvoting members. All regular members, as defined in City Code, Subsection 1500.03.A, shall be voting members. All student members shall be non - voting members, pursuant to City Code, Subsection 1500.03.8. V. Quorum required. A quorum consisting of a simple majority of seated voting members shall be required at all regular meetings. A. If a quorum is not achieved within 20 minutes of the start of the meeting, no business shall be conducted and the meeting shall be considered cancelled. B. If during the course of a meeting a quorum is not maintained, no further business shall be conducted and the meeting shall be adjourned. VI. Motions and Voting. A simple majority of voting members present and voting shall decide all questions placed before the Commission, unless otherwise specified in these Bylaws. All votes shall be taken by voice. A roll call vote shall be taken when there is division on any question. A tie vote on any motion shall constitute the failure of that motion. VII. Order of business. The order of business as set in the agenda may be amended at any meeting for that meeting by majority vote. VIII. Deliberations and decision - making. Deliberations and decisions of the Commission shall be based solely on that information which is in the public record and has been presented to all Commission members participating in the deliberation or action. 3-6/6/11 IX. Presiding Officer. The Chair or, in his /her absence, the Vice - Chair, shall be the presiding officer at all regular meetings. If both the Chair and Vice -Chair are absent but a quorum of members is present, then a member shall volunteer to convene the meeting and the membership shall, as the first item of business, elect an acting Chair for the duration of the meeting. X. Secretary. If at any regular or special meeting of the Commission a member of City staff is not present to record minutes, the Commission shall appoint . Community Comment. A motion to call a special meeting may be made by any voting member at a regular meeting. The motion shall include the time, location and purpose of the meeting. A special meeting may also be called by the Council. III. Quorum not required. A quorum is not required for special meetings; however, members shall take no action unless a quorum is present. IV. Additional requirements. All subsections of Section 8 of these Bylaws shall apply to special meetings, excluding subsections 1 and 5. Section 11: Minutes I. Minutes. Meeting minutes shall be recorded and approved by the Commission. Minutes shall be sufficiently detailed to provide full and accurate knowledge of the Commission's official activities and shall include a record of all motions and votes and the full text of app.roved resolutions or recommendations.1 Section 12: Officers (.Officers generally. A. The Commission shall elect from among its voting members a Chair and Vice Chair, pursuant to City Code, Subsection 1500.06.8. B. Elections shall be held annually at the regular meeting in April or, in the event the April meeting is cancelled, at the first regular meeting thereafter. C. Any voting member of the Commission in good standing may be nominated and elected to serve as Chair or Vice - Chair. D. The term of office shall be one year, pursuant to City Code, Subsection 1500.06.B. E. The Chair is eligible to serve two consecutive terms, pursuant to City Code, Subsection 1500.06.B. 5-6/6/11 F. If an officer resigns or is no longer able to serve, the Commission shall elect a replacement from among its voting members to serve for the remainder of the term. II. Duties of the Chair. A. Prepare the agenda in collaboration with the staff liaison. B. Maintain meeting order and decorum and facilitate discussion; see that all business of the Commission is carried out in accordance with these Bylaws; and see that all actions of the Commission are properly taken. C. Ensure minutes of the meeting are recorded; review and correct draft minutes for ring, clarity and accuracy before they are distributed to the Commission. D. Represent the Commission outside of regular meetings; however, the Chair should use discretion in this role. E. Cancel regular meetings, in consultation with the staff liaison, when there is insufficient business on the agenda or when it is known that a quorum will not be present. F. Keep a record of members' attendance and consult with members regarding attendance issues. G. The Chair may make and second motions and may vote on all motions. III. Duties of the Vice - Chair. A. The Vice -Chair shall perform all the duties of the Chair in the Chair's absence. B. The Vice -Chair may preside at special meetings with the consent of the Chair. Section 13: Members Performance of Duties I. Commission members are expected to adequately prepare for meetings and be present at all meetings, whether regular or special. Commission members unable to complete assigned tasks should notify the Commission Chair as soon as possible. The Commission may ask the Council to review a member's appointment based upon its assessment of significant non - performance of duties. 6-6/6/11 Section 14: Committees �I. Piii p se l Pursuant to City Code Subsection 1500.05, the Commission may establish committees (also called subcommittees, ad hoc committees, task forces, working groups or other similar terms) to investigate matters within the scope and authority of the Commission and to advise the Commission by communicating its findings and points of view. II. Establishment. Committees shall be established by a majority vote of the Commission. The Commission shall determine the purpose and duties of the committee and the composition of its members. The Commission shall name a member of the Commission to serve as the committee chair. III. Membership. Committees may be comprised of Commission members only or Commission member(s) and members of the public. Each committee shall have a minimum of (3) members and shall include at least one (1) Commission member. No committee may include a quorum of Commission members. IV. Committee member selection /appointment. P. Commission members may volunteer to serve on a committee by stating their interest during the meeting at which the committee is established or the meeting at which the member roster for the committee is approved. Members so stating their interest shall automatically be members of the committee. In the event a quorum of members volunteer to serve on a committee the Chair shall call for members to voluntarily withdraw their interest in serving. If a sufficient number of members do not withdraw, the committee shall not be established and alternatives to the committee may be considered. IB. Members of the public may volunteer to serve on a committee by stating their interest in writing to the committee chair. The committee chair shall provide to the Commission the names of individuals recommended to serve on the committee. The Commission shall act on this recommendation at a regular meeting. VI. Committee member removal /resignation. A committee member may voluntarily resign from the committee by communicating his /her resignation in writing to the committee chair. A committee member may be removed by a majority vote of the Commission. VII. Disbanding a committee. A committee may be disbanded at any regular meeting of the Commission by majority vote of Commission members. A committee shall automatically be disbanded if no member of the Commission is available to serve on the committee or if the committee is unable to meet the requirements of subsection III of this Section. 7-6/6/11 VIII. Operation. A. Committee members shall provide a home address and a personal telephone number and /or email address to be included on a member roster. This roster shall be distributed to all members and shall be available to the public upon request. B. The committee may appoint a member to serve as Secretary to record and prepare minutes of committee meetings. Minutes so recorded shall be reviewed and approved by the committee and a copy forwarded by the committee chair to the Commission. C. Committee meetings shall be open to the public and shall include an opportunity for residents to address the committee on any matters of concern or interest related to the purpose for which the committee was established. D. A committee lacking the minimum number of members as specified in subsection III of this Section shall not meet until the requirements of subsection III are satisfied. E. A quorum of seated regular Commission members shall not be present at any committee meeting. IX. Duties of committee chairs. A. Set the meeting schedule, provide meeting notice, prepare and distribute the meeting agenda. B. Maintain meeting order and decorum, facilitate discussion, and ensure that all usmess of t' a committee is carried out in compliance with this Section, Commission directives, and the purpose for which the committee was established' C. Recommend committee members and notify the Commission of changes in committee membership. D. Report on the committee's activities at each regular meeting of the Commission. Communicate to the committee any directives or questions of the Commission. ;X. Authority The Commission shall have the sole authority to make final determinations on all matters about which a committee has communicated its advice. Such determinations shall be made by the Commission only following thorough deliberation of the matter(s) at one or more regular Commission meeting(s). 8- 6/6/11 XI. Applicability of other sections. Section 13 (Members Performance and Duties) and Section 16 (Conflict of Interest) of these Bylaws shall apply to committee members as they would to members of the Commission. XII. Exemption. The requirements of this Section shall not apply to the Bike Edina Task Force (BETF) or any standing committee of the Commission established by the City Council. Section 14: Communication Outside of Meetings I. Definitions. The following definitions shall apply to this Section. A. Official business. The official business of the Commission is defined as those subjects or matters related to the purpose for which the Commission was established, discussion of which or a decision on which is pending or impending. Pending is any matter scheduled for a meeting. Impending is any matter not scheduled but reasonably anticipated to be scheduled at a later date. B. Discussion. Discussion is any communication between any two or more members of the Commission. C. Communication. Communication is any exchange of information by means of speaking, writing, or other common system of symbols or behaviors. II. Communication between members. The following subsection governs communication between members outside of regular or special meetings of the Commission. Additional requirements may be found in the MN Open Meeting Law (MN Statutes Chapter 13D). A. Communication in person. Members shall not discuss official business when a quorum of voting members is present and has knowledge of the discussion. B. Communication by electronic or digital means. Members shall not discuss official business with a quorum of voting members by email or any other electronic or digital means. Members shall not send any communication to any Commission member by blind copy. C. Serial meetings. Members shall not engage in a serial discussion of official business. A serial discussion occurs when members discuss official business with a quorum of voting members through successive communications. Such communications may occur through a combination of means (electronically, by telephone, or in person). 9-6/6/11 D. Written communications, copy required. Any member who sends a communication to any other member(s) relating to the official business of the Commission shall also send a copy of such communication to City Hall. III. Communication with members of the public. The following subsection governs communication between Commission members and members of the public outside of meetings. A member of the public is any person who is not a member of the Commission, City Council, or City staff. A. Members of the Commission may discuss official business with any member of the public, provided: (1) The member shall not represent the opinion or viewpoint of other individual commissioners or of the Commission as a whole on any pending or impending matter. (2) The member shall not communicate how he /she intends to vote on any pending matter or give the appearance the matter has been pre- decided. (3) Questions or concerns shall be directed to the Council or City staff, as the member deems good and necessary. (4) Both parties understand that deliberations and decisions of the Commission shall be based solely on that information which is in the public record and has been presented to all Commission members participating in the deliberation or action. B. Communications between members of the Commission and members of the public are private data and may be made public by either the sender or recipient, pursuant to MN Statutes 13.601, Subd. 2. Section 1S: City Staff I. Discretion of the City Manager. The City Manager may make available to the Commission members of City staff to provide technical and administrative assistance. II. Commission does not direct. The Commission may not direct City staff to provide assistance of any particular type on any particular matter; however, the Commission may request that such assistance be provided as deemed necessary for the Commission to fulfill the purpose for which it was established. 10- 6/6/11 111. The following guidelines apply to Commission members, other than the Chair, communicating with City staff about official business outside of meetings. A. Commission members present at an educational, professional, or social event at which any member of City staff is also present may discuss official business with the staff member as is mutually agreeable, provided such discussion is not in conflict with the MN Open Meeting Law. D. The above guidelines do not apply to Commission members communicating with staff members as private citizens. Section 16: Conflict of Interest I. Prohibition against personal benefit. Commission members may not use their position on the Commission for personal benefit. The interests of the organization must be the first priority in all actions and decisions. II. Disclosure. Any member who has a financial interest in, or who may receive a financial benefit as the result of, any Commission action or decision shall disclose this fact as a conflict of interest. III. Abstention. Attach at least I map per location that identifies routes to school and problem areas. A task force consisting of staff from the City ofEdina, Edina School staff. Bike Edina Task Force members, Fdina Transportation Commission members and Bloomington Public Health staff (facilitators of our Statewide I fealth Improvement Program monies) met numerous times to evaluate ways to improve safe walking and bicycling to Edina Schools. The Southview Campus was selected for the large concentration of schools and activities. This campus consists of two elementary schools, one middle school, the Edina Community Center and multiple sports facilities. /\Rer review of the campus, three areas stood out for needing improvements to extend the existing sidewalk network to capture more students and get them safely to school and events. Appedix A shows the three areas adjacent to this campus. School Road Sidewalk (South of Concord Elementary School), See Appendix A, B and C School Road is the only access to Concord Elementary School. This residential roadway is bordered by homes on the south side and west end. All busses, parents and stafi'must travel on this 28 foot wide roadway to gain access to the elementary school. The narrow width of the road (especially in winter), coupled with the 600 cars and buses that travel at an 85% speed of 34.1 mph (posted speed of 30 mph) make it dangerous for students who walk or bike to school from the south. In response to these safety concerns, residents have requested the City Council to construct a sidewalk along school Road to separate vehicles from students walking to school. Q Norrnandale Road Sidewalk (Southwest of the campus), See Appendix A, D and E 5i Ix The Benton Avenue Bridge is the only vehicle crossing of Highway 100 for a mile in either direction. Therefore LL a large number of vehicles (almost 5000), pedestrians and bikes use this bridge to access the Southview Campus. In 2008 and 2009 the City successful ly installed a sidewalk north of Benton Avenue on Nonnandale Road. This sidewalk was so well received that approximately 92 residents have since petitioned th, � City for sidewalk along Normandale Road south of Benton Avenue to capture pedestrians and bicyclists from the south and west. ai 'This section of roadway has approximately 2600 cars perday traveling at an 85% speed of 36.2 mph (posted speed of 30 mph). The east side of the roadway has a five foot grass boulevard up against the chain link fence o I Highway 100. The west side of the road has a between 20 and 80 foot of grass boulevard that pedestrians us to access the Benton Avenue bridge. - Concord Avenue Sidewalk (Northeast of the campus), See Appendix A, F and G Concord Avenue along the Southview Campus was reconstructed in 2007. As part ofthis reconstruction sidewalk was brought to the comerof Southview Lane and Concord Avenue with the intent of extending it to the north when funding became available. The sidewalk currently stops and directs pedestrians in to the road. This section of roadway "drains" a large number of residential homes that creates conflicts between the 1300 cars per day and the pedestrians and bicyclists destined for the school campus. Our approach is to address this area holistically to extend sale routes to the campus from the south (School Road Sidewalk), southwest ( Normandale Road Sidewalk) and the northeast (Concord Avenue Sidewalk). The City believes all three of the sidewalks address the problems described in Section 3A. Since these sidewalks are in various locations around the perimeter of the Southview campus it would be possible to build any combination of the sidewalks (one, two or all three sections) based on funding granted by SRTS. All proposed improvements will be constructed to current federal and state requirements and will be built within the City of Edina's Right of Way. The sidewalks will be maintained by the City of Edina, including snow removal. Pedestrian curb ramp upgrades or installations will be part of the project as well. - School Road Sidewalk (South of Concord Elementary School), See Appendix A, B and C; estimated cost of $141,225. The 5 foot wide concrete sidewalk is proposed on the north side of School road to minimize driveway crossings and to utilize the boulevard area that abuts Concord Elementary School. The sidewalk will have a foot grass boulevard to separate pedestrians from the roadway, further increasing safety. This sidewalk will connect to the existing sidewalk along Concord Avenue and to the Valley View sidewalk that is under construction in the summerof201 1 creating large network of sidewalks facilities south, west and east of this O school. t= I he task force investigated the ability to restrict (or prohibit) school traffic from using School Road west of ® Concord Elementary School but determined there would be too much congestion at the intersection of LL Concord Avenue and School Road due to the turning buses, parent drop off and staff if everyone was forced to use the one access location. W - Normandale Road Sidewalk (Southwest of the campus), See Appendix A, D and E; estimated cost of $172,631. The community support in the form of over 90 petitioners shows the desire of residents to have a safe way to access the campus from the southwest. Highway 100 is a physical barrier that requires all traffic from this quadrant to be directed up along Normandale Road resulting in high traffic volumes and speeds. There is ample room to install a 6 foot sidewalk along the west side ofNormandale Road while minimizing the impact to residents. There are no driveways along this side of the roadway to create potential pedestrian/ vehicle conflicts. Staff looked at constructing sidewalk on streets further west but there would be more front vard and driveway impacts. C sidewalk would also upgrade a number of pedestrian curb ramps at the Benton Avenue bridge to meet Trent ADA design standards and to facilitate better winter snow removal for year round pedestrian activities. Concord Avenue Sidewalk (Northeast of the campus), See Appendix A, F and G; estimated cost of$151205 A five foot wide boulevard sidewalk is proposed along Concord Avenue from Southview Road up to Lakeview Drive. This sidewalk would separate the pedestrians from the roadway traffic and create a safe 1000 toot extension to the sidewalk network that existing along Concord Avenue further south. The Bike Edina Task Force has been active with schools, for example partnering with leaders at Concord Elementary and Highlands Elementary for hosting educational activities such as the annual "Bike Rodeo" where hundreds of elementary children have practiced safe bicycling skills at skills stations at the schools. While we generally don't recommend using bicycles on sidewalks for safety reasons, we heartily endorse both walking and bicycling facilities because they are a powerful combination to create a healthy school transportation experience. A task force consisting of staff from the City of Edina, Edina School staff, Bike Edina Task Force members, Edina Transportation Commission members and Bloomington Public Health staff (facilitators of our Statewide Health Improvement Program monies) met numerous times to evaluate ways to improve safe walking and bicycling to Edina Schools. The Southview Campus was selected for the large concentration of schools and activities. This campus consists of two elementary schools, one middle school, the Edina Community Center and multiple sports facilities. After review of the campus, three areas stood out for needing improvements to extend the existing sidewalk network to capture more students and get them safely to school and events. AppedixA shows the three areas adjacent to this campus. - School Road Sidewalk (South of Concord Elementary School), See Appendix A, B and C School Road is the only access to Concord Elementary School. This residential roadway is bordered by homes on the south side and west end. All busses, parents and staff must travel on this 28 foot wide roadway to gain access to the elementary school. The narrow width of the road (especially in winter), coupled with the 600 cars and buses that travel at an 85% speed of 34.1 mph (posted speed of 30 mph) make it dangerous for students who walk or bike to school from the south. In response to these safety concerns, residents have requested the City Council to construct a sidewalk along School Road to separate vehicles from students walking to school. - Normandale Road Sidewalk (Southwest of the campus), See Appendix A, D and E The Benton Avenue Bridge is the only vehicle crossing of Highway 100 fora mile in either direction. Therefore a large number of vehicles (almost 5000), pedestrians and bikes use this bridge to access the Southview Campus. The bridge itself has wide enough raised sidewalks but outdated pedestrian curb ramps and limited sidewalk west of Highway 100. In 2008 and 2009 the City successfully installed a sidewalk north of Benton Avenue on Normandale Road. This sidewalk was so well received that approximately 92 residents have since petitioned the City for sidewalk along Normandale Road south of Benton Avenue to capture pedestrians and bicyclists from the south and west. This section of roadway has approximately 2600 cars per day traveling at an 85% speed of 36.2 mph (posted speed of 30 mph). The east side of the roadway has a five foot grass boulevard up against the chain link fence of Highway 100. The west side of the road has a between 20 and 80 foot of grass boulevard that pedestrians us to access the Benton Avenue bridge. - Concord Avenue Sidewalk (Northeast of the campus), See Appendix A, F and G Concord Avenue along the Southview Campus was reconstructed in 2007. As part of this reconstruction sidewalk was brought to the comer of Southview Lane and Concord Avenue with the intent of extending it to the north when funding became available. The sidewalk currently stops and directs pedestrians into the road. This section of roadway "drains" a large number of residential homes that creates conflicts between the 1300 cars per day and the pedestrians and bicyclists destined for the school campus. 6� „ " "ESOr4= Minnesota Department of Transportation �. :. Provide information on the constructability of the infrastructure and provide any typical sections or plans if applicable. Our approach is to address this area holistically to extend safe routes to the campus from the south (School Road Sidewalk), southwest ( Normandale Road Sidewalk) and the northeast (Concord Avenue Sidewalk). The City believes all three of the sidewalks address the problems described in Section 3A. Since these sidewalks are in various locations around the perimeter of the Southview campus it would be possible to build any combination of the sidewalks (one, two or all three sections) based on funding granted by SRTS. All proposed improvements will be constructed to current federal and state requirements and will be built within the City ofEdina's Right of Way. The sidewalks will be maintained by the City of Edina, including snow removal. Pedestrian curb ramp upgrades or installations will be part of the project as well. - School Road Sidewalk (South of Concord Elementary School), See Appendix A, B and C; estimated cost of $141,225. The 5 foot wide concrete sidewalk is proposed on the north side of School road to minimize driveway crossings and to utilize the boulevard area that abuts Concord Elementary School. The sidewalk will have a 5 foot grass boulevard to separate pedestrians from the roadway, further increasing safety. This sidewalk will connect to the existing sidewalk along Concord Avenue and to the Valley View sidewalk that is under construction in the summer of 2011 creating a large network of sidewalks facilities south, west and east of this school. The task force investigated the ability to restrict (or prohibit) school traffic from using School Road west of Concord Elementary School but determined there would be too much congestion at the intersection of Concord Avenue and School Road due to the turning buses, parent drop off and staff if everyone was forced to use the one access location. - Normandale Road Sidewalk (Southwest of the campus), See Appendix A, D and E; estimated cost of $172,631. The community support in the form of over 90 petitioners shows the desire of residents to have a safe way to access the campus from the southwest. Highway 100 is a physical barrier that requires all traffic from this quadrant to be directed up along Normandale Road resulting in high traffic volumes and speeds. There is ample room to install a 6 foot sidewalk along the west side of Normandale Road while minimizing the impact to residents. There are no driveways along this side of the roadway to create potential pedestrian/ vehicle conflicts. Staff looked at constructing a sidewalk on streets further west but there would be more front yard and driveway impacts. The sidewalk would also upgrade a number of pedestrian curb ramps at the Benton Avenue bridge to meet current ADA design standards and to facilitate betterwinter snow removal foryearround pedestrian activities. - Concord Avenue Sidewalk (Northeast of the campus), See Appendix A, F and G; estimated cost of$151205 A five foot wide boulevard sidewalk is proposed along Concord Avenue from Southview Road up to Lakeview Drive. This sidewalk would separate the pedestrians from the roadway traffic and create a safe 1000 foot extension to the sidewalk network that existing along Concord Avenue further south. I am also aware of the scope of the grant application that will provide sidewalk improvements within the walking area of the Southview Campus. I support the proposed project and feel that it will be a positive addition to the school environment. The City of Edina has been collaborating with the School District to target K- 8th grade schools within Edina to improve the safety and number of students walking and bicycling to school. A chronic problem around our schools is the traffic congestion created at pick up /drop off times. Our hope is that the SRTS will reduce the amount of traffic by allowing families to feel confident that their children can walk /ride to school safely. Pedestrian safety is a top priority for the Edina Police Department and this grant would allow us to significantly improve what is currently a chronic problem in, and around, our schools. If this project is selected, I will continue to work with School District Transportation staff and the City of Edina, to implement education and encouragement programs that will support the facility improvements and encourage students to walk and bicycle to school. Although this project focuses on walking (sidewalks), we appreciate the improvements because having more people on foot results in less motorized congestion issues. It also encourages healthier, active living and improves air quality around the schools. I live a few blocks from South View, and I know neighbors that drive their kids every day to school when they would be better off walking. The proposed improvements will result in more families walking to school. The Bike Edina Task Force has been active with schools, for example partnering with leaders at Concord Elementary and Highlands Elementary for hosting educational activities such as the annual "Bike Rodeo" where hundreds of elementary children have practiced safe bicycling skills at skills stations at the schools. While we generally don't recommend using bicycles on sidewalks for safety reasons, we heartily endorse both walking and bicycling facilities because they are a powerful combination to create a healthy school transportation experience. This project is part of that holistic end result. If this project is selected, I will continue to work with School District Transportation staff and the City of Edina to implement education and encouragement programs that will support the facility improvements and encourage students to walk and bicycle to school.
