Item VI.A. Neighborhood Street Reconstruction Review: Each neighborhood includes a map showing the proposed reconstruction areas, school zones, accident data, resident questionnaire results, pavement rating and a table with additional neighborhood attributes. Countryside: Planned to install curb and gutter, new pavement and a number of intersection realignments to aid in traffic calming and pavement reduction. No planned sidewalks or bike facilities. Valley Estates: Planned to have selected curb and gutter replacement and new pavement. No planned roadway realignments/traffic calming, sidewalks or bike facilities. This neighborhood signed a petition to not have the streets reconstructed. A summary of the petition has been included. Richmond Hills, Tracy Avenue and Gallagher Drive street reconstruction projects will be discussed at the December ETC meeting. Residents on Glacier Place have signed a petition to not have their streets reconstructed. The petition is enclosed for your review. Item VI.B. TLC Bike Boulevard Update: The TLC Phase 1 Bike Boulevard project has a tentative revised schedule as follows: • December 6, 2011 Council Meeting - Consultant selected • December 12, 2011 - 2nd Public Open House • December 20, 2011 - Public Hearing Item VI.C. Update of proposed 494/Xerxes Avenue Public Open House: MnDOT is planning on having an open house near the end of November to discuss the proposed improvements to the 494 corridor from Hwy 100 to 34th Avenue including replacing the Xerxes Avenue bridge. I anticipate having more data to share with the ETC at the November meeting. Item VI.D. Update of proposed Tracy Avenue Reconstruction: The engineering staff is proposing to reconstruction Tracy Avenue from Benton Avenue to Vernon Avenue in the summer of 2012. Staff and a consultant will be starting the public engagement process with an informational meeting tentatively scheduled for November 28th. The process will be very similar to what was used to facilitate the public engagement of 44th Street. Item VI.E. Traffic Counts for 2011: Included in this packet is the map that shows the 45 locations that Engineering has counted in 2011. The average daily traffic (ADT) and 85% speeds are displayed on the map. These locations were counted to support the neighborhood street reconstructions projects being proposed in 2012 and as a Page 3 of 3 November 17, 2011 ETC Meeting Memo result of concerns submitted to the Traffic Safety Committee. ACTION REQUESTED: Review and approve Traffic Safety Staff Review of Wednesday November 1st, 2011. BACKGROUND: It is not anticipated that residents will be in attendance at the meeting regarding any of the attached issues. An overview of the comments supplied by the Transportation Commission will be included in the staff report provided to Council at their December 6th, 2011 meeting. GAEngineering\Infrastructure\Streets\Traffic\Traffic Safety Committee\Staff Review Surnmaries\11 TSAC & Min\ 11-01-11.doc TRAFFIC SAFETY COMMITTEE REPORT Wednesday, November 1st, 2011 The Committee review of traffic safety matters occurred on November 1st, 2011. The Committee is comprised of staff members included the City Engineer, Assistant City Engineer, City Planner, Police Traffic Supervisor and Traffic Safety Coordinator. From that review, the recommendations below are provided. On each of the items, persons involved have been contacted and the staff recommendation has been discussed with them. They were also informed that if they disagree with the recommendation or have additional facts to present, they can be included on the November 17, 2011, Edina Transportation Commission and then on to the December 6, 2011 Council Agenda. SECTION A: Requests on which the Committee recommends approval of request: 1. Request for "No Parking" signs at the alley west of the intersection of France Avenue and West 44th Street to be moved further west. This request comes from patrons of the businesses at the intersection of France Avenue and 44th Street West. The concern is that vehicles exiting the alley on to 44' Street do not have enough visibility to see oncoming vehicles. The compliant also states that the repaving of 44th Street has removed a dip in the alley, allowing vehicles to exit at much higher speeds. The request is to move the "No Parking" sign west of the alley back 22 feet to increase the sight distance for vehicles exiting the alley. The City policy for alleys states that there is to be no parking within five feet from an alley. During the 44th Street reconstruction, the planned location of the "No Parking" sign was five feet west the alley. West 44th Street is a Collector street with an average daily traffic of 3,364 vehicles with an 85th-percentile speed of 17 mph. There have been no recorded crashes at the alley from 2001 to 2010. After discussion of the alley and the exit onto West 44th Street, it was decided that the visibility would not be adequate if the parking on West 44th Street was left five feet from the alley entrance. It was decided that moving the "No Parking" sign on the west side of the alley would greatly increase the visibility to vehicles. There is not a problem with visibility of westbound traffic. Traffic Safety Committee Report Page 1 of 4 November 1, 2011 Staff recommends the approval of moving the "No Parking" sign on the west side of the alley exiting onto West 44th Street west 22 feet to provide sufficient visibility to vehicles at the alley. SECTION B: Requests on which the Committee recommends denial of request: 1. Request for an all-way stop at the intersection of Tifton Drive and Everett Place. This request comes from a resident on Tifton Drive who is concerned about the speed of the traffic that travels through that intersection. The resident made this request after having a "near miss" at the intersection. The resident stated that the traffic does not slow down and feels that a stop sign would slow the speed. Tifton Drive is a City street with a Mon-Fri. average daily traffic of 246 vehicles with an 85th-percentile speed of 24.0 mph east of Everett Place; and a Mon-Fri. average daily traffic of 172 vehicles with an 85th-percentile speed of 24.8 mph west of Everett Place. Everett Place is also a City street with a Mon-Fri. daily traffic of 98 vehicles with an 85th-percentile speed of 20.2 mph. The policy for and all-way stop requires at least 300 vehicles per hour for at eight hours at the intersection. The highest vehicles per hour for the intersection of Tifton Drive and Everett Place was 18 vehicles per hour. This is far below the requirement for a stop sign at that intersection. Staff recommends the denial of the request for an all-way stop at the intersection of Tifton Drive and Everett Place due to lack of warrants. 2. Request for "No Parking" signs on West 42 Street across from Golden Years Montessori School. This request was initially made in March of this year. This was approved by the Council on May 17th. After complaints by residents affected by signs, it was determined that more investigation was required. A letter was sent out to residents to determine the opinions regarding the signs. The results of the letter were two residents are opposed to the signs, and four residents who did not contact to submit vote. Investigations of the area during the time parents' drop-off and pick up their children was also conducted and included in this meeting. Traffic Safety Committee Report Page 2 of 4 November 1,2011 West 4211d Street is a City street with a Mon-Fri. average daily traffic of 1,598 vehicles with and 85th-percentile speed of 26.6 mph. The observations of the area during the drop-off/pick-up times concluded that vehicles do not park on the south side of the street, therefore the street rarely has vehicles parked on both sides. At this time, staff agreed that the placement of "No Parking" signs would not be appropriate due to the lack of usage of on-street parking. Staff recommends the denial of the request for "No Parking" signs on the south side of West 42nd Street SECTION C: Requests that are deferred to a later date or referred to others. 1. Request for "No Parking" on the school side of Nordic Circle. Requestor states that during school event, traffic parks on both sides of the street, which causes the street to be too narrow for vehicles to pass. There is also a concern with safety of pedestrians also. This request is being deferred due to the possible upcoming reconstruction of the area and to determine the opinions of affected residents. 2. Request for sign clarification at the intersection of Vernon Avenue and Gleason Road. Requestor stated that vehicles going northbound onto Vernon from Gleason can interpret the northbound lane as a right turn. The intersection does not state that this is a right turn. Referred to Eric Drager, Traffic Operations Engineer at Hennepin County. 3. Request for traffic calming on Schaefer Road south of Interlachen Boulevard. Resident lives on street and claims that vehicles travel faster than the limit of 30 mph. Traffic counts were conducted in the area to determine traffic volume and speed. Schaefer Road is a City street with a Mon-Fri. average daily traffic of 862 vehicles with an 85th-percentile speed of 34.2 mph. EPD was also given a more detailed copy of recorded speeds. Requestor was sent a copy of the NTMP. TSAC refers this to ETC for input and opinion. SECTION D: Traffic Safety Committee Report Page 3 of 4 November 1,2011 Other traffic safety issues handled. 1. Call from a resident who wanted information about the policy of "No Parking" signs. Resident was given information about the policies that would warrant signs. 2. Call from a resident inquiring about parking in an alley. Resident was informed that there was no permanent parking allowed in an alley. 3. Call from EPD requesting pedestrian crashes along France Avenue. Reported crashes in the past ten years involving pedestrians on France Avenue. 4. Four traffic counts were conducted in residential neighborhoods that are scheduled to be reconstructed in 2012. APPROVAL OF MINUTES - REGULAR MEETING OF SEPTEMBER 15, 2011 Motion was made by member McKlveen and seconded by member Braden to approve the minutes. All voted aye. Motion carried. COMMUNITY COMMENT Bob Boettcher, 5250 Grandview Square, representing Edina Community Lutheran Church at 54th Street, one block from France Avenue, requested that the ETC considered several parking options on 54th Street because on-street parking during the week is important to the church and bike lanes on both sides would restrict parking. He said the church has a variance from the City for on-street parking and asked that this be kept in mind and that consideration be given to finding solutions that will accommodate bikes, cars and parking. REPORTS/RECOMMENDATIONS Karen Kurt — Edina Assistant City Manager, Introduction Karen Kurt, assistant city manager, said one of her charge is working with boards and commissions to ensure they have all the tools needed and one project that is currently underway is developing a bylaw template. She said commission staff liaisons are working with her on a draft and representatives from each commission will be invited to review and comment on it. Additionally, she said a boards and commissions survey will probably be done in November to get feedback in several areas, including training that will be scheduled for next year. Jack Broz — "A complete streets discussion of France Avenue" Mr. Broz said instead of focusing on France Avenue specifically, his report would include a blend of Complete Streets which have been emerging over the past decade and which will affect many streets differently, even more so than the effect of the highway system. He said over the years, the term has been coined differently (Context Sensitive Solutions, Green Streets, Complete Streets, and now Living Streets) but they all have the same meaning -- integration of land use and transportation. He said Complete Streets tries to move the emphasis from just vehicles to finding a new balance of transportation regardless of the mode. He said the conventional approach, based on federal law funding which included three categories of arterial, collector and local streets did not fit very well; therefore, functional classifications were developed and still, not every road fits into these categories. Roads were designed using level of service and peak hour of service with forecast for the next 20 years. The designs, however, did not include off peak hours or the weekends. France Avenue, for example, was designed to handle peak hour traffic. Complete Streets tries to find a balance between peak and off peak hours. 1 He said further that the industry is changing based on research that shows a focus on vehicles. A coalition of partners working to make a difference including Blue Cross Blue Shield said they realize that the way people move has to change. Realistically, he said people will not start riding the bus because the curb is ADA compliant; however, if it is made safe -- lighting, no gaps in sidewalk, convenient and advantageous they might. The 2010 Highway Capacity Manual has acknowledged all level of services for the first time. With a community based design that is land use driven, community aspiration, and quality of life, he said any infrastructure change can be used as an inspiration for achieving balance. He said City of Richfield installed a sewer pipe and the completed project included a Three Rivers Trail, bike lanes, sidewalks, trees, crosswalks, etc. In conclusion, he said France Avenue is a unique roadway and the challenge for the industry is designing a road that will work in a network while keeping the traffic patterns in mind. He said design flexibility is key. TIC Phase 1 Bike Boulevard — Steve Clark, Transit for Livable Communities Mr. Sullivan said over 670 property owners were invited to the October 6 open house and approximately 38 attended including some ETC members. He said residents did not appear to be against the bike lanes but were concerned with how residents and businesses would be affected if parking were eliminated. He said the second step in the process was to have a discussion tonight based on feedback from residents; however, no correspondences from resident have been received to date, except for the resident in attendance tonight. The third step is to forward this to Council for a public hearing on December 6. As background information, chair Janovy explained that the letter sent to TLC in August did not clearly state that Wooddale would have a bike lane and since that time the TLC board has proposed removing parking on Wooddale (from 54th to Valley View) to accommodate a bike lane. She said a creative option that has been suggested to retain parking would be advisory lanes (remove center stripe and have shared lane marking) like 14th St in Minneapolis. Mr. Tony Hull, in attendance for Steve Clark, explained that advisory bike lanes are used where lanes or sharrows cannot be used. He said the driver can go into the advisory lane when cyclist is not present. He said they are common in Europe and works well on streets with 6,000 or less vehicles. He said it can have a traffic calming effect because without a centerline drivers have to yield or slow to oncoming traffic. He said to date, they have not had any negative reports and in his observation, cars are traveling closer to the center and away from the bike lane. He said learning curve is to be expected with something new and that data will be collected next spring/summer. Discussion took place regarding lane widths and variance but there was not a definitive answer because advisory lanes are very new and therefore would require feedback from MnDOT. 54th Street from France to Wooddale would have dedicated bike lanes and share the road from Zenith to France. The dedicated bike lanes would require removal of parking. Mr. Sullivan said based on feedback from the church and others, they could consider modifications on certain sections to minimize the impact on parking. Currently, there is no parking on 54th from the creek to Wooddale and staff believes that to continue with no parking would not be a hardship because parking is available on side streets. Concern was raised about removing the turn lane on Valley View and Mr. Sullivan said the plan is not to remove it; however, it was added in 2005 when density was higher. It was noted that 66th to 69th on Valley View does not show bike lanes and the ETC supported it there down to 70th . Mr. Sullivan said they are still working through some things to arrive at a final design. Because this is close to a park, the ETC would prefer to have bike lanes. Motion was made by member Franzen and seconded by member McKlveen restating support of the August 24 letter with the addition of advisory lane on Wooddale. All voted aye. Motion carried. 2 Member Thompson volunteered to type the recommendation report to Council. Parkwood Road/Londonderry Intersection Realignment Mr. Sullivan explained that one year ago, a request came in for an all-way stop sign at Parkwood Road and Londonderry Road. Currently, there is a stop sign. Traffic counts were collected and speed is reasonable and volumes are low. The request was denied and requestor presented additional information to Council and Council asked staff to look at the intersection again. Staff suggested that the requestor used the NTMP process but the requestor did not want to. Mr. Sullivan said staff is proposing to tighten up the intersection by bringing the north leg of Londonderry Road in perpendicular to Parkwood Road. The intersection will still be controlled by a stop sign for vehicles traveling south on Londonderry Road. Vehicles traveling on Parkwood Road and the south leg of Londonderry Road will have the right-of- way thru the intersection. The work would be done this fall. Motion was made by member Thompson and seconded by member Mcklveen approving the proposed design. All voted aye. Motion carried. Traffic Safety Report of October 5, 2011 Section B. I. — Mr. Sullivan explained that requestor was looking to define who had the right-of-way and it was more related to users of the park who are not familiar with the area. Section D — Commission requested traffic counts data. Section C. I. — Chair Janovy said BETF is prioritizing routes that they would like to see striped and signed and Benton Avenue is one of them. Mr. Sullivan said they are doing traffic counts currently on this street and the requestor was informed of the bicycle primary and secondary routes, as well as the sidewalk plans. Motion was made by member Nelson and seconded by member Franzen approving the Traffic Safety Report of October 5, 2011. All voted aye. Motion carried. Initial Feedback on LA County Living Streets Policy Chair Janovy said LA County's Living Streets Policy looks a lot like what the ETC has been discussing and they are allowing other cities to use what they have. She suggested a working group of up to four members to review the policy of the cities of North St. Paul and Maplewood and to see how they can adapt a policy for Edina and get feedback from the public. Members Thompson, McKlveen, Nelson and Janovy will make up the working group with member Thompson serving as the chair. Chair Janovy said Council will need to approve the working group. Motion by member Bass and seconded by member Schold Davis forming the working group as stated. All voted aye. Motion carried. Questions/Updates from Student Members Member Schwieger said at the end of September he received an email (forwarded from the City of Edina) from a concerned parent at Concord requesting crosswalks be better marked and signs showing where the crosswalks are. And the upper parking lot does not have a crosswalk and requested a sidewalk there. Member Schweiger said he visited the area and thought the crosswalks did not look bad but could look better. He said her concern was legitimate but it appeared the area is well marked. Mr. Sullivan said staff is working on a feasibility report for sidewalk along School Road to 60th and additional signage for presentation to Council this fall. Member Housh said she is excited to see changes on France Avenue. 3 Transportation Options Working Group Member Schold Davis sought approval for the following four new members: Amber Cameron, David Mesenbourg, Linda Denel, and Milton Adams. The first meeting is scheduled for November 1. Motion was made by member Schold Davis and seconded by member Franzen to accept the four new members and hold their first meeting on November 1. All voted aye. Motion carried. Bike Edina Task Force Update Chair Janovy said they are prioritizing primary bike routes on State Aid roads and will be bringing this to the ETC for review in context with other work. Grandview Small Area Study Update Member Nelson said meeting 2 is scheduled for this week and will include four focus groups. 44th and 70th Streets Update Mr. Sullivan said 70th by CPC is expected to be completed over the next 2-3 weeks. Final wear course is going down on 44th tomorrow. Both projects are nearing completion. CORRESPONDENCE AND PETITIONS Chair Janovy asked if the commission could receive correspondences even if the ETC is not responsible for a resolution. Mr. Sullivan said yes and asked for one month to evaluate the types of correspondences that are coming in. CHAIR AND COMMISSION MEMBER COMMENTS Member Bass thanked whoever was responsible for the curb ramp and sidewalk work that was done at Gleason Rd on the overpass. She said it is much easier to maneuver with a stroller and for those traveling in a wheelchair. Chair Janovy commended the Edina Historical Society on their newsletter which included an exhibit on growing up in , Edina. She said it relates to transportation because people most often reminisced about walking, playing outside and riding their bikes. She said these are what make childhood. OCT 20 2011 Re: Valley Estates Neighborhood Street Reconstruction Project, City of Edina Petition Against Street Reconstruction Dear Mayor Hovland: We, owners of property impacted by the Valley Estates Neighborhood Street Reconstruction Project ("Project"), are opposed to the Project for the following reasons: 1. The streets are currently in satisfactory condition. 2. The streets appear to have the structural integrity to provide many more years of useful life based on an opinion of a Licensed Professional Civil Engineer. 3. The utilities have more than 34 years of useful life remaining based on statements from Jack Sullivan, City Engineer. 4. The project is not the best use of limited resources (see page 1 of the Capital Improvement Program). 5. Detailed documentation of need has not been provided. We Petition the City of Edina to halt and defer the Project (Petition with original signatures is attached). The petition does not state the reasons why we are opposed to the Project nor clearly state what we want the City to do so we signed a letter ("Letter") that states the reasons and what we want the City to do. Bike Edina Task Force: News & Meeting Outcomes October 13, 2011 Purpose: The Bike Edina Task Force (BETF) meets to serve citizens and partner with City staff and elected officials to promote bicycle improvements in Edina for education, encouragement, infrastructure, enforcement, and ongoing assessment. We support implementation of the approved City of Edina Comprehensive Bicycle Transportation Plan that serves all levels of bicyclists, connects key destinations including safe routes to schools, and integrates with the Twin Cities' regional bike network. Our vision is a progressive bicycle-friendly community where citizens can integrate cycling into their daily lives. Road Striping Recommendations: Peter and Brad reported that Wayne Houle agreed to add additional striping and/or signage to City roads using existing funds. Ideally, these would be non-controversial areas that could approved relatively quickly. Wayne requested a list of Bike Edina Task Force priority roads. Maps from the Engineering Department were reviewed. Peter developed a spreadsheet of routes and proposes tracking annual progress (total miles of bike paths, bike routes, signed routes, etc.). Maps and routes were reviewed. BETF members identified the following roads as priorities: 70th Street from Antrim to Hwy 100 Cahill Road Antrim from top of hill to the schools Valley View from Antrim to Hwy 62 Tracy Avenue south from Vernon Benton Road Dewey Hill Road Vernon- 100 to Gleason Southview Loop- Concord/Southview Lane 506 street from Wooddale to Halifax Valley View from frontage road to Wooddale Peter will email a smaller list and come up with a ranking. There will be prioritizing based on our needs and then later on feasibility. Wayne requested this list before our November meeting. 2. Bike Blvd Update: Brad updated group on city open house to discuss TLC Grant for the Bike Blvd (54P/WooddaleNalleyview). Approximately 40 people attended the open house. Steve Clark and Wayne Houle presented. There was some opposition related to losing parking, but attendees overall seemed okay with the idea of bike lanes. They were particularly interested in the idea of reducing speed limits with bike lanes. The church on 54t11 had concerns about losing on street parking for its constituents. There will be another Open House before a Public Hearing. Wayne wants the council to hear this issue at the November council meeting. An RFQ will go out to 3 consultants to put the information and come up with a plan. The consultants can be paid under the TLC grant. The three consultants were WSB , Alliant Group, Community Design Group. Once the initial design is completed, Wayne will invite BETF to review it. 3. Tour de Edina BETF members who attended reported it was generally a positive event. General comment were: a. More bike/riding education immediately prior to the event b. Have different groups-some faster, some slower, accompanied by a guide of some sort. ci) c. One purpose of the ride was to have an actual on-road experience and follow the correct road rules. However, police officers were directing riders not to stop at stop signs. d. It was a novice bike riding population, many people without helmets and with old bikes in need of repair. Carl reported that Mary Brindle is seeking additional feedback about the ride. 4. BETF Project Brainstorming: Peter requested that in future meetings the group review all BETF projects and activities with a goal to prioritize and to designate leaders and participants for each project. Membership: BETF still needs a student member, which Alex Johnson hopes to fill. Otherwise, there are sufficient members at the moment.
