HomeMy WebLinkAbout1949_WATER DEPARTMENT(Official Publicationj VILLAGE OF EDINA Hennepin County, Minnesota AN ORDINANCE PRESCRIBING RATES, CHARGES AND REGULA- TIONS FOR THE VILLAGE OF EDINA WATERWORKS SYSTEM The Village Council of Edina do ordain as follows: Section 1. The Water Service Reg - ulations, Rates and Charges herein- after set forth are adopted as the official Water Service Regulations, ,Rates and Charges of the Water - works SystehY of.the Village of Edi' na. The Village of Edina reserves the right and power to amend this ondi- nar f from -time to time as the need or propriety thereof arises, and the rates and charges herein specified may thereby be increased or de- creased Section 2. 'The contract under which the Village of Edina pur- chased the Waterworks System from the Country . Club District Service Co. provided for transfer of the Waterworks System to the Village free and clear of all liens of every description and the Village recog- nizes no liability of the Country Club District Service Co., nor any other obligation of any nature, ex- pressed or implied, and in particu- lar no ,obligation is. recognized to refund any part of the cost of mains or service lines paid for, either by customers directly, or by contribu- tions in aid of construction made to the said Serviee Company, and no refunds will be made regardless of future connections to any mains or service lines so built. Section 3. Rates. All permanent established services, whether public or private, as well as all new serv- ices, shall be metered and charged at the following rates with the ex- ception of the specific annual flat charges hereinafter set out. ' (a) Water consumed will be charged on the' basis of meter read- ings at the rates of 17.1c per - 100 cubic feet gross, or 15.4c per 100 cubic feet if paid within the discount. period presented, except that water consumed in the district described as the East side of ' Beard Avenue from 54th Street to Fuller and both sides of Abbott place from 54th Street to Beard Avenue will be charged at the rate of 23.3c per 100 cubic feet gross, or 21c per 100 cubic feet if paid within the discount period pre- sented. The aforementioned excepted district is serviced with water pur- chased by the Village from the City of Minneapolis and the Village Coun- cil has duly considered all pertinent facts and find that the higher rate is fair and reasonable (b) A . minimum charge - of $2.00 per quarter will be made where water consumption amounts to less. (c) The following flat annual charges shall be made by the Water System, and will be, subject to in. crease when necessary: (1) Sewer Department for wat- er used in flushing $200 (2) Park Department for water used for sprinkling and skating rinks 50.00 (3) Street Department for water used in flushing streets 50.00 Section 4. Current Services, Met- er Reading and Billing. (a) Meters will be read quarterly. In the event meter readers cannot reach the meter on first call, one call .back will be made. If reader is still unable to reach meter an esti- mated bill will be rendered. The es-- ' "timated consumption shall be that of! the corresponding quarter in they preceding year, or of the last preced- ing quarter for meters installed less~ than one year. (b) All bills will be payable at- the Edina Village Hall within 15 days of date rendered and no dis- count shall be allowed after said 1 days' period has elapsed, (c) Delinquent notices will be- mailed 20 days after original billsw and water service will be discontin•. ued to any accounts delinquent 60:, days. A icharge of $2.00 will be- made and shall be payable before•= service is restored. (d) A flat charge of $5.00 will be- made for repair and calibration of- any meter injured on the customer's° premises, or for test made at the in- stance of the customer if the meter - is found to be, accurate within the- generally acceptable tolerance. (e) The Water System reserve the right to remove any meter at -. any time for test or calibration on_ is own initiative and at its own ex- pense. Meter replacements will bf-- charged for at the same rate as new - meter installations and any repairs; found necessary in the process of' making such a test, including the - remobal of lime deposits; etc., wily be charge to the consumer at cost c,f- 1 parts and labor. (f) A service charge of $2,00 wi1F_ ,be made for shutting off curb stops• or reestablishing service at the cus -- tomer's request, or if service is •dis- continued for non- payment of bills. (g) In the case of broken or leak-- - ing service line (between corpora- tion cock and meter) the consumer - shall be required to make necessary - repairs within five (5) days after - notification by the Water System - In the event of consumers's failure° to make such repairs, as above pro- vided, the Water Systm is author- ized and directed to discontinue ser- vice or to have such repairs made, and to charge the costs thereof to• the' consumer's water account. (h) In the case'of serious breaks,. where loss of water may be sub- stantial, water service may be dis- continued_ until repairs are made. Section 5. New Services. A uni- form service charge will be made for- all future connections, as follows: (a) For Permit/ and Inspection:. $3.50� (b)For tapping main and installing - corporation cock 9.00 -(3/4 1"_$10.50e (c) For furnishing meter, Cost- plus 2.004 (d) For paving repairs (Hard' (e) All the above charges are dp_e- and payable at time application fo permit is made. Any receipts from such payments 'ahali be held in a speciaF reserve and applied to equalize any- future 'assessment against the prop- erty served by such connections. A waiver of protest against assess- ment in any future district in which the lot served is located must be, signed at time connection permit is applied for. Section 7. The Waterworks System: will be charged with the amount of any local taxes for Village or- School's functions, and. the amount of such taxes remitted to the General'. Funds of the Village or School Dist- rict in the ratio of the two, levies„ in acordance with Section 6 (b) of that resolution entitled "A RESO- LUTION PROVIDING FOR THE ISSUANCE OF WATERWORKS REVENUE BONDS FOR THE PUR- POSE OF PROVIDING MONEY FOR THE PURCHASE AND IM_ PROVEMENT OF THE WATER- WORKS PLANT AND SYSTEM", dated July 10, 1947, Section 8. Repeal. All ordinances, and parts of ordinances in conflict herewith are hereby repealed. Section 9. Effective. This ordi- nance shall take effect and be in force from and after its passage and Publication according to law. Section 10. Saving clause. If any section of this ordinance, or any- part thereof, shall be held invalid by any court of competent. jurisdic- tion such, invalidity. shall extend only to the section affected and ev- ery other section shall be continued in full force and effect. Ben Ploehler, Superintendent Re: Sprinkling Restrictions Gentlemen: May I ask if plans are being made toward the goal of eliminating these sprinkling restrictions? Surely one of the reasons why people move to Edina is to escape such irritating restrictions. The economic.status of.the average family 'in Edina warrants an adequate w ater supply at all times, and for all purposes. It is "out of character" for the Village of Edina to impose such limitations year. after year. Nearly four years..have passed since the end of World War II and material procurement conditions are now good. Although I have not examined the plans and specifications of the existing systems it would be reasonable to conclude that the system is now both inadequate and inefficient. Consequently, in my opinion, a stud should be made at once to determine how the existing instal - lation can best be improved and what extensions and additions should be made. I believe this subject should be presented to the Village. Council soon, so that a project that might require the approval of the voters could still be placed in service before next summer. The 357 building permits were for 262 new single family'dwellings, l meeting hall, 3 churches, 64 private garages, 1 service station, 1 office building, 1 shed and 24 additions or alterations. In regard to inspection, there were 160 sewer, 128 cesspool, 534 plumbing, 138 water, or a total of 960 inspections for the year 1948. We also made 38 new water taps. Building inspections were made along with the plumbing. In addition to this there were numerous calls for special inspections and service helps, and all were taken care of. Last spring, the sewer system of the Country Club was flushed and this spring we are going to clean the system by the cable and bucket method. There are quite a few horde in this district that are having "root" trouble in their oven lines.. These people have one of the root removed services clean their sewer, they in turn wash a lot of these loose roots into our system causing us trouble. The Water Department raised or. lovrered Manhole covers as necessary on finished durface streets. We also finithed painting the Fire Hydrants and checked same; any that were found defective were repaired, During the year 1948, we added 153 new water connections to our system; we now have 1209 connected services. There were four days last summer that the full capacity of the Halifax-and Wooddale' pumps were used. If the use of water increases as much next summer, we may have to go back to "Springl.ing Regulations ", I wish to recommend that two new wells be considered for the near future, one in the lbcality of the new school and the other in the 60th & France district. These wells should have.a.capa.city of..900 to 1000 G.P.M. but to install 500 to 700 G.P.M. at 70 lbs. at the pumps. The well rear the school should be constructed first and this probably would serve us for 2§b= 2 or I$x 3 years. The Water Department is.in the immediate -need of a 500,000 gal, elevated tank to replace the small 75,000 gala tank that we how have. The past year we sold 21,038,800 cu. ft, of water, which in terms of gallons, would be 157,791,000, for which vie collected $32,835.24• The billing amounted to $32,399.75, payment of lost discounts and miscellaneous sale of water accounting for the additional collection of $435.49. We are in the immediate need of another 2000 G.P.M. booster pump as the small pump that has been used the past years will not maintain sufficient pressure for domestic use, and nothing for fire use. At the present time, we are depending on one piece of equipment operating 24 hours a day to keep up the pressure. By the use of a 125 foot tower, 6 foot riser, and increasing the "main" size from the tank to the street, vie could eliminate the use of "booster" pumps and maintain the same pressure, which would be between 70 and 75 pounds at the pump house. -The cost of a booster pump would be about X1300, the cost of a tank about $100,000, with a completion date of 2 years.
