6800 Brook Drive Edina, Minnesota November 4, 1959 -1. I Mr. Hyde City Manager Edina, Minnesota Dear Mr. Hyde: I would like to call two problems that I have to your attention and for your consideration as to possible solutions. I live at 6800 Brook Drive. I moved in in August; 1959. During the time of construction and to the present time, the city has been valiantly trying to maintain Brook Drive by adding fill and grading. At the present time the road.is in good condition except for the amount of clay and mud present when it rains. - During the fall, hardly a day goes by that my children can walk -to the Cahill School without being ankle deep in mud. It necessitated my having mud tires on my automobile in order to navigate in and out. I have requested from the Street.Department, by petition, oiling which was turned down as they felt the road had to settle. I then proceeded to see if I could obtain some gravel.so that the road could be maintained and was referred -to you•for possible solution. I am sure you understand that if the road could be graveled it would mean much easier maintenance during the winter months for plowing and also would make it passible in the spring, which I am positive it will not be in its present condition. Graveling would also eliminate the possibilities of washouts, which have been frequent with every rain and thus -cut your maintenance costs. My other problem is that this spring you extended,68th Street east of Limerick Lane. During the - rains - -of_ summer and fall, it has proceeded to wash this road out and down into-Nine Mile Creek. This -creek used _ to form the west boundary of my lawn. The washout material has completely filled a'large pool that was in the creek and has rerouted the creek over my property plus backing the,creek up and flooding along the north side'of my property. I don't know what the possible solution is to this, except that I believe the creek should be routed back to its natural path and possibly something could be done to prevent additional washing of 68th Street. I would appreciate it if you could give these matters your consideration and inform me as to .what action you could take to correct.them. Sincer ly o s B.C.. Hyde Edina Village Manager ON: Leslee Lane Gravelling After the council meeting of November 9, 1959, the field engineer, Mr. Jonas, had the surveying crew check the elevation of the existing street to determine the amount of material needed to bring this road to grade. After the draftsman had the quantities figured, Mr. Jonas, contacted Walt Terry Excavating-Co. to see if they could do this job and also Blacktop Service, but neither was producing the type of material needed since they had slut down their plants for the winter. I got in touch with Mr. Sonny Danens, and he told me that they were working on some large project, but that he would possibly work it in late some evenings during the week of December 1, 1959. (Mr. Danens agreed that it would be impossible to finish it this year because of the cold weather, but that possibly 200 cubic yards of the 300 cubic yards could be done now and the remainder next spring.) Mr. Frank Cardarelle came in on Friday, November 27, 1959, and said that they had no notification of the Council action and that they were planning to finish it up. He contacted Les Anderson and told him that the Village was going to proceed unless he got in right away. Mr. Anderson came in to talk to me and he said that Cardarelle has said it was finished previous- ly. He said he should have a chance to finish since he had heard nothing further that it was not finished. I told him that he had until Wednesday to get most of it in, and that it would have to be completed immediately in the spring. While I was at the meeting you called on the Katter - Erickson plats utility financing at 3:00 P.M., December 1, 1959, Mr. Fred Jonas took a message from Mr. Les Anderson that he would be in working on Wednesday, December 2, 1959. I spoke to Mr. Howard Lindow on the progress of the project and the fact that Les Anderson would be doing some of the gravelling, but due to weather (frost) it, would be impossible to finish this project until next spring. On Wednesday morning Mr. Fred Jonas and I checked the work being done on Leslee Lane and informed Mr. Anderson that his contractor should check the specifications as the material being placed would meet the sub -base specification but not the regular base specification. osep ikan illage Engineer JZ:rh i Decei�r 3, 1959 Too JOSEPH Z1 9M RE: GRAVELI G OF LESLIE LANS About two weeks ago, after i had received calls from Ur. Faward Lindow, who has purchased a new home an Leslie Lane, concerning the fact that the street had never been properly graveled up to specifications, we decided that the approximately $700-which Les Anderson had deposited here in lieu of a bond would be used and that you would have a.contractor come in and do the work. At that time we discussed-the fact that the street cry was unable to do it, and you advised me that the cost of the job should be around $700. 11r. Landow was so advised. \ Yesterday I got another call from itr. Lindor4, in which he advised me that in a conversation with you an December 1 you advised bias that Mr. Anderson had been in and had given you a hard luck story and that he promised to do the work himself by Wednesday, December 2. Apparently you had acceded to.Nr. Anderson and without consultingme had cancelled the idea.of having s contractor do the work. Once a decision has been reached on matters of this kind I expect you to carry out -the-decision. If circumstances absolutely warrant'a change, 1 expect you to advise me as to why. It is certainly -embarrassing for me 'not to know what you are doing, particular- ly when you change your mind, as you do frequently after is decision hie been made. Were any bids taken from contractors, wearre, any contractors contacted.on the matter? .In his telephone - conversation of yesterday Mr. Liudow advised me that there is some.work being done. What are yaxu doing to cheek the gravel to see that it is up to specifications and to see that the job'is done properly? This is another example of a lack of follow -up inasmuch as the job should have been done quite ewhile.ego, and of a; lack of good.administration on your part. - t3CA RE: DANDY'S DRIVE -IN T0: MR. HYDE Mr. James.Streit called yesterday. He says he has called the street crew several times, asking that they clean up the two exits to Dandy's. He says the sand and gravel washes.down these•inclmnes. and that the cars "squeal their tires" when leaving the place. He asked that this be brought to your personal attention, stating he felt sure that "you would understand "! Crew has done nothing to date, he said. You will also note that.we have_e 25 foot dedication of a strip running fry 69th 'street north along the west side of the Brost.Addition. This was secured because of the -depth of the lots betvieen Noamandale and Brittany being of such dimension that it would be possible to have a new street run - ning north and south between Brittany and Normandaleo and it is possible that sometime in the future an additional 35 feet might be- secured from the property to the west of the Brost Addition, if the owners desire'to split their lots and have some facing the'new street and come Normandale. My ran personal hunch would be that for future planning, the Church should seriously consider dedicating the additional 30 feet to make 69th'street a full width road* I say this because there will be a grade separation be- tween nest 70th street and Normandale Road,,and I think you would find that having access directly to the north might result in a better traffic flog than if you depended entirely upon access to the service drive.and west 70th street* If you have any questions, or.if there is any other - information We can furnish, please -let us know. During the current construction season the City of Minneapolis will pave Xerxes Avenue South between West 50th Street and West 54th Street under a cooperative agreement with the'County of Hennepin. The portion of Xerxes Avenue between West 54th Street and West 62nd Street is also badly in need of paving as you are well aware I am sure. Because this street is a County-State-Aid highway and - because this particular portion is also the boundary between Minneapolis and Edina, any paving project must of course require the agreement and participation of both municipalities and the County as well. We have discussed this matter with Mr. L. P. Pederson, Hennepin County Highway Engineer. He is of the opinion that it is not pos- sible during 1960 but.could probably be done in.1961.. Our purpose in writing to you is to ascertain your feeling as to when this proj- ect might be accomplished. We are most anxious to have this street paved and will do our best to tailor our program to fit your program and that of the County as well. RECOMMENDATION #2 - RE: CONCRETE AND BLACKTOP CONTRACT EXTENSIONS OF TINE TO BE COMPLETED BY THE MIDDLE OF JUNE 19600 Because of the exceptional amount of rain during the months of August, September, and October 1959, the operations of the Blacktop Contractor and the Concrete Paving Contractor have been stopped in order to assure that good work would be donee Since weather has been beyond the control of the Contractors they have requested that extension of the completion dates be given* I recommend that these extensions of time be given with the following stipulationss A. Subjects Patching Oiled Streets. f On Monday afternoon, August.39 Zikan and I called your attention over radio to the- patching on Tingdale on 64th and an 65th. A memo on this is attached. Today we observed that you are doing about the same thing on Griffit Street In the block.just north of Maloney, There is apparently a lack of understanding as to what are do on oiled streets. Attached is a copy of the petition for oil. Please note the conditions we lay down as to oiling. Effective immediately, there is to be no more patching of oiled streets except within one year of the last oiling. The.Enginsering department will furnish you, if you do not already have ones an up to date copy of a map showing oiled streets. I&en a block which is hied • requires patching, it is your responsibility'to notify the office and a form notice, (rough draft attached)# will be sent to the property on the block, advising there of the date when oiling was last done and that within a period of times perhaps two weeks we will scarify the street and that it will be necessary for them to re- petition for new oiling or for permanent blacktopping. I realize that you are trying to do a good job of keeping the streets smooths but at the same time, if we continue to keep oiled streets, which have paid no real assessment for street Improvementso in good shapes we are going to be faced with tremendous costs. - Incidentally, inspection of the work done-on Griffit indicated that the crew was doing a good job where they were hatching. but it was the same story as on Tingdale • patches were being put In some spots but not in others. I tend to agree with your thinking but unfortunately9 in a rapidly groutingg develop- ing area such as Edina# where we are operating with a limited number of personnels where the volume of petitioned requests for improvements has been exceedingly great# and where special assessments are costly# it is difficult for us to initiate the necessary action and force through to a completion public improvement projects where there is very little indication of neighborhood desire for the improvements. The basic problems of courses in your particular situation is the storm drainage. Your Village government has been attempting for some three years now to got a per- manent solution to the drainage problems of'the entire southeast area and vie have brought the matter to formal public hearings on two separate occasions.
