The bids came in under budget allowing the addition of enhancements back into the building. All sixteen bids are recommended low bids and have been analyzed by OPUS Corporation and are acceptable. Each bid had multiple bidders and the sixteen being presented are the low bidders. Mr. Hughes said there are seven additional packages that are being analyzed by OPUS and all seven were also under-budget. He recommended the bid be awarded for $2,099,272.42 to the sixteen low-bidders. Commissioner Housh asked if OPUS is the general contractor on the project are they allowed to bid. Director Hughes said OPUS is allowed to bid. They act as construction manager plus having to guarantee a maximum price for the building. In this manner, they are allowed to bid in order to protect the price of the building. Commissioner Masica asked what enhancements might be added back in to the building plans.
