HomeMy WebLinkAbout1982-03-15 HRA Regular Meeting MINUTES OF SPECIAL MEETING OF HOUSING AND REDEVELOPMENT AUTHORITY OF EDINA MARCH 15, 1982 The Housing and Redevelopment Authority of Edina met in special session at 7:00 p.m. in the Edina City Council Chambers. Present were Members Bredesen Richards, Schmidt, Turner and Courtney. MINUTES of March 1, 1982, were approved as submitted by motion of Member Schmidt, seconded by Member Turner. SIGNATORY AND LETTER OF CREDIT AUTHORIZATION APPROVED. As recommended by Mr. Hughes, Member Schmidt offered the following resolution and moved its adoption: RESOLUTION BE IT RESOLVED that the Edina Housing and Redevelopment Authority does hereby authorize application for a Letter of Credit to secure Parklawn Avenue improve- ments for the Eden Place Housing Project; and BE IT FURTHER RESOLVED that the Edina Housing and Redevelopment Authority does hereby authorize execution of the Corporation Authorization Resolution for First Bank Edina by the Chairman, the Executive Director, the Director and the Finance Director of the Housing and Redevelopment Authority. Motion for adoption of the resolution was seconded by Member Richards. Rollcall: Ayes: Bredesen, Richards, Schmidt, Turner, Courtney Nays: None Resolution adopted. EAST EDINA HOUSING FOUNDATION APPOINTMENTS MADE. Mr. Rosland advised that it is the responsibility of the H.R.A. to appoint members to the East Edina Housing Foundation which will serve the area of Edina lying East of Trunk Highway 100. He explained that two members of the Foundation should be appointed by the H.R.A. , with three other members to be appointed by the City Manager, and recommended Messrs. Jack Rice, William Greer, Larry Rixe, Willis Shaw and James Van Valkenburg as prospective members of the Foundation. Member Richards' motion was then seconded by Member Bredesen, appointing Messrs. Rice and Shaw as members of the Foundation, with Mr. Greer to be appointed in the event that Mr. Rice or Mr. Shaw could not serve. Ayes: Bredesen, Richards, Schmidt, Turner, Courtney Nays: None Motion carried Member Richards suggested that Mr. Ronald Ringling also be considered for mem- bership on the Foundation. HEARING DATE SET FOR HOUSING PLAN AND PROGRAM. Member Bredesen offered the following resolution and moved its adoption: RESOLUTION CALLING FOR A PUBLIC HEARING ON A HOUSING PLAN AND PROGRAM PURSUANT TO MINNESOTA STATUTES, CHAPTER 462C, AND AUTHORIZING THE PUBLICATION OF NOTICE OF SAID HEARING WHEREAS, Minnesota Statutes, Chapter 462C (the "Act") declares and provides that a city may develop and administer programs of making or purchasing mortgage loans to finance the acquisition of single family housing primarily by low and moderate income persons and families anywhere within its boundaries; and H.R.A. Minutes • March 15, 1982 Page Two WHEREAS, the Act provides that a City may issue and sell revenue bonds or obligations in order to finance the making of the loans, which bonds shall be payable solely from the revenues of the program; and HEREAS, the Act requires the City to adopt a housing plan and a program prior to issuing bonds; and WHEREAS, the Act requires the holding of a public hearing and the publication of Notice of the hearing prior to the adoption of the housing plan and housing program; NOW, THEREFORE, BE IT RESOLVED by the H.R.A. of the City of Edina: 1. That a public hearing to consider a housing plan and housing program will be held at 7:00 p.m. on April 19, 1982, at Edina City Hall, 4801 W. 50th Street. 2. That the Notice of said Public Hearing shall be in substantially the form as follows: (Official Publication) HOUSING AND REDEVELOPMENT AUTHORITY 4801 W. 50TH STREET EDINA, MINNESOTA 55424 NOTICE OF PUBLIC HEARING GENERAL HOUSING PLAN AND PROGRAM NOTICE IS HEREBY GIVEN that the Edina Housing and Redevelopment Authority will meet in the City Hall, 4801 W. 50th Street, at 7:00 p.m. , on April 19, 1982, and conduct a public hearing pursuant to the requirements of Minnesota Statutes, Sec. 462C.01 et seq. as it relates to adoption of a General Housing Plan and Program. The Plan will describe the housing needs of the City, will contain a plan to meet said needs, methods of financing housing, and minimum qualifications of lend- ing institutions participating. The Program will identify specific elamen;.s cf, and limitations on, City-sponsored mortgages and other matters regulating the use and issuance of residential mortgage revenue bonds. Persons desiring to be heard on the proposed plan may address the Council at the hearing or submit written comments at or prior to the hearing. BY ORDER OF THE HOUSING AND REDEVELOPMENT AUTHORITY.
